"Gov"t Dispatched Secret Messengers for NK-SK Meeting"

Rep. Lee Shin Bum of the opposition Grand National Party (GNP) argued that Dr. Kim Sun Kwon and Jang Sok Jung were acting as secret messengers for the government at the first-ever North-South Fertilizer Conference held in Beijing last April.
He said, 'The Ministry of Unification (MOU) expressly stated it had not used secret messengers to contact North Korea. But, there are passages in the meeting's minutes which indicate that Dr. Kim functioned as a secret messenger of the government.'
He continued, 'According to the minutes, a South Korean delegate said, 'Who did Dr. Kim meet in North Korea. As we know, North Korean authorities requested fertilizer support from the South.' At this moment, a North Korean staff member answered, 'It is true that a message was delivered unofficially.' This proves that Dr. Kim was a secret messenger of the government.'
Kang In Dok, minister of Unification said, 'The government has not used any secret lines of communication with the North. Dr. Kim also did not function as a diplomatic channel or engage in officially-sanctioned dialogue with the North.'
