Civilian Evaluation System to Evaluate Public Services

Many civilian complaints on such public services as subways are likely to be considered in forming public service policy.
The Seoul Metropolitan Government announced on May 17 that it decided to implement a civilian evaluation system for six administrative services including sanitation and transportation.
The government is going to reflect the results of civilian evaluations into a merit rating system of its officials.
It will conduct the first evaluation period from May 17 to July 2 at a cost of 300 million won, and it will perform two evaluations every year. The results will be publicized in the press and on the Internet.
The evaluation will be based on a survey of 10,000 Seoul residents, which will ask how individuals judge satisfaction level of public services.
One out of six proposed polling agencies including Research and Research, World Research, and Korea Research will conduct the polls for six administrative service departments.
Regarding subway transportation, passengers will comparatively evaluate the seven subway lines in terms of transfering convenience and punctuality of subway trains.
