Test Ban Is Crucial, U.S. Tells the North

The U.S. State Department warned Monday in Washington that progress toward relations with North Korea will be set back if Pyongyang ends its moratorium on missile tests.

Richard Boucher, State Department spokesman, made the remark following a North Korean statement Monday that it might resume missile tests if the United States does not work to normalize bilateral relations.

Mr. Boucher noted that North Korean leader Kim Jong-il told the visiting European Union delegation in May that its moratorium will last at least until 2003. Selig Harrison, a senior fellow at the Washington-based Century Foundation, told the Washington Post Monday that Paek Nam-sun, North Korean foreign minister, hinted at a possibility of resuming missile tests.
