3 Nations Reaffirm North Korea Policy

TOKYO - South Korea, the United States and Japan said Thursday after a consultative meeting that the North-South joint declaration of last year should be implemented. That statement implies a call for Kim Jong-il, the North Korean leader, to visit the South.

The United States repeated its "no preconditions" approach to talks with Pyongyang. The group also urged compliance with the 1994 Geneva Agreement between the United States and North Korea that calls for inspections of DPRK nuclear facilities.

Yim Sung-joon, Korea's deputy foreign minister, said, "The United States and Japan did not mention Lim Dong-won's resignation as Unification Minister, but they said there would be no changes to the engagement policy toward the North."
