Carter was shocked by Pyongyang priorities

North Korea begged for food aid from Jimmy Carter and other members of the Elders, a group of international statesmen, during their recent visit and promised it would be distributed to its people, the former U.S. president said in a report.

But, at the same time, the North showed Carter a large hospital without a proper supply of water, prompting Carter to comment: “We saw no reason why a government that can develop advanced weapons cannot provide water for their hospitals.”

Carter chronicled the April 26-28 trip in a report posted on the Web site of the Carter Center. Accompanying the 86-year-old former U.S. president were former Finnish president Martti Ahtisaari, ex-Norwegian prime minister Gro Harlem Brundtland and former Irish president Mary Robinson.

On April 26, Carter’s group met North Korean Foreign Minister Park Ui-chun, who “described their great need for food aid and peace with all their neighbors,” the report said.

Park told the group that “there would be no problems with U.S. monitoring of delivery [of the aid], with procedures already established for the World Food Programme,” Carter said.

Following a report warning of serious starvation conditions in the North, the WFP said on April 29 that it would start emergency distribution of 310,000 tons of food to the country for the next 12 months.

Carter wrote that Robert King, Washington’s special envoy for North Korean human rights issues, briefed him before the trip that the U.S. will consider resuming food aid if the issue of food delivery monitoring is satisfactorily addressed. The U.S. suspended food aid to the North in 2009 when it found out that only about a third of its 500,000 tons of aid had been distributed.

The North’s pledge of fair aid distribution, however, is doubted by many analysts, who speculate that the food will be diverted to North Korean soldiers or be hoarded for 2012, the 100th anniversary of the birth of North Korean founder Kim Il Sung. North Korea has pledged to become a “strong and prosperous” nation in 2012.

Analysts have long predicted Pyongyang would hoard any food aid until then to make the year feel more prosperous among its people. Carter said he and the Elders visited a hospital in Pyongsong, a city an hour’s drive north of Pyongyang. “The very large hospital, in several buildings, was very dark and had running water only in the operating room area, where major surgery was underway,” Carter wrote. “On this entire trip I never saw a tractor or a draft animal; humans were doing all the work. (We later saw two or three cattle and tractors between Pyongyang and the airport.)”

Carter wrote that on April 26, his group requested through Foreign Minister Park the release of Jun Young-su, or Eddie Jun, an American national detained in the North. But Kim Yong-nam, North Korea’s nominal head of state, told the group bluntly the next day that the request would not be honored. The “negative and confrontational” meeting with Kim Yong-nam ended “with no easing of tension,” Carter recalled.

On the night of April 26, Carter wrote, his group was taken to see “a magic show in their enormous stadium, where buses loaded with people disappeared, elephants, bears, and horses appeared, and a helicopter materialized and flew around with the magician seeming to enter and leave it through the air.”

Carter and the Elders left North Korea without meeting its leader Kim Jong-il.

지난달 26일부터 사흘간 북한을 방문한 지미 카터 전 미국 대통령은 방북 이틀째 방문한 한 대형병원(평성 인민병원)에서 수술실 외에는 수돗물이 공급되지 않는 것을 보고 놀랐다고 소감을 밝혔다.

카터 전 대통령은 지난 2일(현지시간) 카터연구소 홈페이지에 지난달 22일부터 8일간 중국, 북한, 한국을 차례로 방문했을 당시 경험했던 일화를 비교적 상세하게 전하며, 특히 북한의 열악한 상황을 소개했다.

그는 우선 방북 첫날 만난 리종혁 북한 아태평화위 부위원장이 남북대화 재개에 대해 비관적인 전망을 내놓으면서 모든 책임을 이명박 대통령의 적대적인 태도로 돌린 반면 김대중 전 대통령 시절 남북관계에 대해서는 찬사를 아끼지 않았다고 전했다.

이어 박의춘 외무상을 만난 뒤 평양 5·1경기장에서 열리고 있는 대형요술(마술) 공연을 관람했는데, 승객을 실은 버스가 사라지는가 하면 헬리콥터 등이 나타나기도 했다고 한다.

카터 대통령은 이튿날 일행과 함께 평양외국어대학을 찾아 학생들과 만났으며, 이들 가운데 대부분은 영어가 전공이었고 중국어는 그 다음이었다고 말했다.

그는 특히 이날 김영남 최고인민회의 상임위원장과 미국의 대북정책을 놓고 한차례 `설전`을 벌이기도 했다고 소개했다.

그는 "김 위원장은 시종 미국의 대북정책을 비난하는 등 놀라울 정도로 부정적이고 도전적이었다"면서 "결국 내가 `우리는 견해차를 줄이고 미래를 지향하려고 노력하는데 당신은 지나치게 부정적이고 왜곡된 부분에 집중한다`고 중간에 끼어들었다"고 전했다.

일행은 이어 평성시로 향했는데 가는 동안 트랙터나 농사에 이용하는 가축을 찾아볼 수가 없었으며 주민들만 일을 하고 있었다고 한다.

평성시 인민병원에 이어 소형 아파트에 살고 있는 한 젊은 여성을 만났다는 카터 전 대통령은 "그녀는 10년간 군복무를 했고 지금은 섬유공장에서 일을 하고 있다"면서 "최근 식량배급이 크게 줄었는데도 불평하지 않았다"고 말했다.

이밖에도 그는 북한에 가기에 앞서 중국에서 북한에 대한 해외원조가 주민 1인당 한해 9.4달러 수준으로, 수단의 63달러와 아프가니스탄의 165달러에 비해 턱없이 적다는 설명을 듣고 흥미로웠다고 말했다.

또 중국에서 한국의 연합뉴스와 개별 인터뷰를 하고 다른 언론매체와는 사진촬영과 몇몇 질문에 답하는 기회를 가졌다고 덧붙였다.

그는 방북기를 마치면서 "당초 9개 목적을 갖고 여행에 나섰는데 이 가운데 북한으로 하여금 유엔 인권기구에 협조하도록 유도하고, 억류된 전용수씨를 석방하도록 하는 것 외에는 목적을 달성했다"고 자평했다.
