Opposing Views on Cabinet System

President Kim Dae Jung(DJ) and Prime Minister Kim Jong Pil(JP) separately held interviews with the Japanese press where they both commented on the introduction of a parliamentary cabinet system to Korea.
It is a delicate issue for both men, but one which cemented the partnership of the two Kims during the presidential election in 1997. In return for JP's support DJ agreed to introduce the system.
Koreans have been forced to only speculate on the possibility of the system's introduction because the two men have limited any discussions to themselves. This has led to a delay in any real concrete dialogue about the system's introduction. It is widely believed that President Kim is opposed to a new system and is just waiting for an opportune moment to bury the entire matter, although Kim Jong Pil is determined to implement the campaign promise and resolve the issue by the end of this year.
While President Kim would like an early decision on the matter, the prime minister prefers a conclusion later on in the year.
DJ would like to dispel any political instability or question marks by the first anniversary of his inauguration in two weeks, but has remained evasive on the issue fearing that any decision he makes will probably add fuel to the contentious atmosphere at the National Assembly.
JP, on the other hand, is well aware that the president is opposed to the new system. He is biding his time while he drums up support, judging that the longer the issue remains on the table the more advantageous it could be for him.
JP stated, 'There should be enough time and consideration spent on this issue.' He is warning his followers not to hurry with a decision.
