North's Negotiators Happiest at Home

The two Koreas are at odds over where to hold their next meetings. Seoul has proposed holding the next round of talks on Mount Geumgang tourism at Mount Seorak and the next economic cooperation committee meeting in Seoul. North Korea insists that both events, scheduled for Friday and Oct. 23 be held at Mount Geumgang.

"We should respect the precedent of holding talks in both North and South Korea," said Hong Soon-young, minister of unification, in a telephone communique addressed to Kim Yong-song. "We do not have any security problem on our side. Let us redraft the schedule for the reunion of separated families."

Four days before it was to have been held, Pyeongyang canceled the reunion, asserting that it feared that security hysteria in the South endangered its people.
