Central bank intervenes for won

The Korean government and the central bank agreed to employ countermeasures to the weakening of the won, including use of the country’s foreign currency reserves, they announced before the market opening yesterday.

한국정부와 중앙은행은 외환보유액 사용을 포함한 원화 약세 대응조치를 취하기로 합의했다고 어제 외환시장이 문을 열기 전에 발표했다.
The won’s value shot up when the market did open, but retreated later as investors went bargain hunting for cheap dollars in the afternoon. “The financial authorities are concerned with imbalance in the foreign exchange market,” the Ministry of Strategy and Finance and the Bank of Korea said in a joint statement. “We will do what’s necessary if the imbalance seems excessive.”

외환거래가 시작되자 원화가치는 곧바로 상승했으나, 오후에 투자가들이 값이 하락한 달러를 사들이면서 나중에 원화가치가 떨어졌다. 기획재정부와 한국은행은 공동성명에서 “금융당국은 외환시장의 불균형을 우려한다. 불균형이 과도하다고 판단될 경우 필요한 조치를 취하겠다.”고 밝혔다.
“Though not officially, financial authorities have intervened in the currency market by using the country’s foreign currency reserves,” said Choi Jong-koo, head of the ministry’s global finance bureau. “If necessary, tapping the foreign reserves is going to be inevitable. If there is an upward psychological pressure, exporters delay selling dollars while importers quickly buy dollars. What is urgently needed is to remove the psychological pressure and it is important to provide accurate information to the market.”

최종구 기획재정부 국제금융국장은 “비공식적으로 금융당국이 외환보유액을 사용해서 외환시장에 개입해왔다”고 말했다. “필요하다면, 외환보유액을 사용하는 것이 불가피할 것이다. 환율 상승 기대 심리가 있으면, 수출업자들은 달러를 늦게 내다 팔고 수입업자들은 달러를 곧바로 사들인다. 당장 시급한 과제는 기대 심리를 해소하는 것이고 시장에 정확한 정보를 제공하는 것이 중요하다.”
“Recently, the government tried several times to stabilize the exchange rate but the effects have been too slow,” said Ahn Byung-chan, director general of the central bank’s international bureau. “Cooperation between the government and the BOK will have strong effects [on the exchange rate].” Right after the verbal intervention, the market opened 9.40 won lower from last week’s close but the rate went a little back up to close at 1,042.90 won against the dollar, down 7.5 won.

안병찬 한국은행 국제국장은 “최근 정부가 여러 번 환율을 안정시키려고 노력했지만 그 효과가 너무 늦게 나타났다. 중앙정부와 한국은행의 협력은 (환율 안정에) 큰 효과가 있을 것이다.”고 말했다. 금융당국이 구두로 개입한 직후 외환시장은 지난주 마감 환율보다 9.40원 떨어진 시세로 거래를 시작했으나 나중에 조금 상승해 지난 주말보다 7.5원 내린 달러당 1042.9원으로 마감했다.
“Even without the financial authorities unloading dollars, the exchange rate dropped by more than 10 won,” said Kim In-geun, an executive at ABN Amro Bank’s Seoul branch. “The remarks have been very effective.” As of June, Korea had foreign reserves of $258.1 billion; the country is the sixth-largest holder of foreign currency reserves in the world. Ahn said the country has enough dollar reserves to deal with the situation.

김인근 ABN Amro은행 서울지점 이사는 “금융당국이 달러를 시장에 내다 팔지 않았는데도 환율이 10원 이상 떨어졌다. 금융당국의 구두 개입은 매우 효과적이었다”고 말했다. 6월 현재 한국의 외환보유액은 2천5백81억 달러로 한국은 세계에서 6번째로 외환보유액이 많은 나라이다. 안병찬 국장은 한국은 이 상황에 대처할 만큼 충분히 많은 외환을 보유하고 있다고 말했다.
