케인스는 원래 과도한 금융의 역할에는 비판적 입장이었다. 그는 “문화나 상품은 세계적일수록 좋다. 하지만 금융은 가능한 한 국내에 머무르는 게 낫다”고 믿었다. 그러나 독일의 제1차 세계대전 배상금 문제가 불거지자 고민에 빠졌다. 케인스는 1930년 “국제 자본 질서를 통제하려면 BIS 같은 초국가적 통화기관이 필요하다”고 노선을 변경한 뒤 BIS의 산파역을 맡았다. 그 후 배상금 문제가 흐지부지되자 BIS는 존폐의 기로에 섰다. 바젤의 지리적 이점에다 G10의 사랑방 역할로 겨우 연명했다.

국내 은행들이 요즘 BIS 비율에 목을 매고 있다. 은행 간판을 내리지 않으려면 어쩔 수 없다. 하지만 금융위기 한복판에서 증자가 쉬울 리 없다. 그렇다고 신용등급이 떨어진 기업에서 대출을 회수하려면 정부의 눈치가 보인다. ‘바젤Ⅱ’ 자체가 비 올 때 은행들이 기업에서 우산을 뺏을 수밖에 없게 돼 있다.
