Dam in North suspected in Imjin camping deaths

South Korean authorities suspect that water released unexpectedly from a dam north of the border might have been the cause of the flash flood that yesterday swept away six South Koreans camping along a river flowing out of North Korea.

남한정부 당국은 북한이 어제 갑작스럽게 댐의 물을 방류해 발생한 돌발 홍수로 북한에서 흘러내려오는 강의 주변에서 야영하던 6명이 휩쓸려 내려간 것으로 추정했다.
The victims were camping beside the Imjin River, which originates in North Korea and flows across the border into the Han River, when they were caught in surging waters in the early hours of the morning, according to the police in Yeoncheon County, Gyeonggi.

경기도 연천군 경찰에 따르면, 희생자들은 북한에서 시작돼 국경을 넘어 한강으로 흐르는 임진강 강변에서 야영을 하던 중 새벽에 갑자기 불어난 물에 변을 당했다.
Around 1,200 rescue workers and two helicopters were trying to locate the missing bodies, said the Korea Water Resources Corp., a state-run agency that manages dams and water supply systems in South Korea. Rescue workers had saved 28 other campers by press time last night.

남한의 댐과 물공급 체계를 관리하는 국가기관인 한국수자원공사에 따르면, 구조요원 1천2백여명과 헬리콥터 2대를 동원해 실종자 수색을 하고 있다. 구조요원들은 어제밤 신문 인쇄 시간까지 야영객 28명을 구조했다.
The water resources agency said it suspected North Korea might have discharged water from Hwanggang Dam. The corporation noted that the water level of the river rose from 2.3 meters (7.5 feet) to about 4.7 meters by 5 a.m. yesterday, even though there hadn’t been any rain in the area recently, according to meteorological officials.

수자원공사는 북한이 황강댐에서 물을 방류했을 것으로 추정한다고 말했다. 수자원공사는 기상청에 따르면 최근에 그 지역에 비가 오지 않았는데도 어제 새벽 5시 무렵 강 수위가 2.3 미터(7.5 피트)에서 갑자기 4.7 미터로 높아졌다고 말했다.
They said there had been very little rain around the river on either side of the border in September, with only 0.2 millimeters (.008 inches) of precipitation so far this month on the north side.

기상청은 9월에는 국경 양쪽 지역 임진강 주변에 비가 거의 내리지 않았고, 특히 북한 지역에는 이달 들어 지금까지 강수량이 0.2 밀리미터 밖에 되지 않았다고 말했다.
The Hwanggang Dam is about 40 kilometers (24.85 miles) north of the military demarcation line. It can reportedly hold up to 400 million tons of water. The Unification Ministry, which handles inter-Korean affairs in Seoul, said it had no grounds to suspect North Korea intentionally released the water.
