Seongnam mayor refuses to pay predecessor’s project debt

For the first time, a local mayor has declared a moratorium on repayments of debt run up by his predecessor. On Monday, Seongnam Mayor Lee Jae-myung declared a moratorium on repayments on 520 billion won ($429 million) in debt after he failed to come up with a way of paying for a new luxury city hall complex and several other construction projects.

사상 처음으로 지방자치단체의 시장이 전임자가 쓴 사업비를 갚지 못하겠다며 지불유예를 선언했다. 이재명 성남시장은 호화 시청 신청사와 다른 건설사업에 들어간 비용을 갚을 방법을 찾지 못하고 사업비 5천2백억원을 갚지 못하겠다며 월요일에 지불유예를 선언했다.
“As soon as the city government finished calculating the amount of money spent for Pangyo New Town, it found it needs to pay back 520 billion won to the Korea Land and Housing Corporation and Ministry of Land, Transport and Maritime Affairs,” Mayor Lee said. “But it can’t pay it back in a lump sum in a short period of time with the city government’s current budget status.”

이 시장은 “판교신도시 조성사업비를 정산하면서 시정부는 한국토지주택공사와 국토해양부에 5천2백억원을 갚아야 한다는 것을 알게 됐다. 그러나 현재 시 재정으로는 단기간에 일시불로 갚을 수 없다.”고 말했다.
Lee blames predecessor Lee Dae-yub for building exorbitant projects, and told media yesterday he will hire private accountants to audit whether the 520 billion won was used for appropriate purposes. “I will thoroughly examine the city of Seongnam’s financial conditions to prove to the public that the moratorium wasn’t an exaggeration of our fiscal pain,” Mayor Lee said.

이 시장은 이대엽 전 시장이 건설사업을 과도하게 추진했다고 비난했다. 이 시장은 어제 기자회견에서 민간 회계사들을 고용해서 5천2백억원이 올바른 목적에 사용됐는지를 감사하겠다고 말했다.
The mayor also said he may sell the headquarters, which was completed last December. Former mayor Lee Dae-yub spent 322 billion won on a 74,000-square-meter (797,000-square-foot) government complex which can house 700 city government officials. He was voted out of office last month.

이 시장은 또 지난해 12월에 완공된 신청사를 팔겠다고 말했다. 이대엽 전 시장은 시 공무원 700여명이 입주할 7만4천 평방미터 넓이의 신청사를 짓는데 3천2백20억원을 들였다. 그는 지난달 지방선거에서 낙선했다.
His successor has also decided to review his predecessor’s 860 billion won project to build 24 eco-parks in the city. Observers worry that Seongnam might be merely the first local government that faces default or moratoria on debt from overambitious projects planned by their predecessors.

그의 후임자는 또 시내에 24개 생태공원을 짓는 전임자의 8천6백억원 규모의 건설계획을 재검토하기로 했다. 성남시가 전임자들이 계획한 과도한 사업들 때문에 발생한 빚을 갚지 못하는 첫 번째 지방정부가 될 것이라는 우려를 낳고 있다.
