‘Park Yeon-cha gate’ figure returns

Han Sang-yool, the former National Tax Service commissioner who had been suspected of lobbying government officials and abusing his authority, returned to Korea on Thursday after he stepped down in January 2009 and fled to the United States that March.

The Seoul Central District Prosecutors’ Office said yesterday that Han agreed to appear Monday to answer questions over unresolved suspicions about his actions.

The office said it will focus on three suspicions about Han - the “picture lobby,” the “golf lobby” and abuse of his authority in investigating “Park Yeon-cha gate” under the Roh Moo-hyun administration.

According to prosecutors, Han is suspected of giving Jun Gun-pyo, commissioner of the National Tax Service in 2006-2007, an expensive painting titled “Hakdong Village” in an effort to gain his help in being nominated as the next commissioner.

After Han became commissioner in December 2007, he allegedly lobbied many high-ranking government officials, including Lee Sang-deuk, elder brother of President Lee Myung-bak, requesting the extension of his position as the commissioner. Han allegedly provided them with golf games and expensive dinners.

In August 2008, when the investigation over “Park Yeon-cha gate” was ongoing, Han allegedly ordered the fourth investigation team of the Seoul Regional Tax Office, which was the core department of the tax agency, to inspect the tax accounts of Busan-based shoemaker Taekwang Industrial that Park owned, not the Busan Regional Tax Office, which was supposed to do the job.

In the investigation, led by the Seoul Regional Tax Office, Park gave information about the bribery scandal involving Roh and his family, leading to Roh’s suicide in 2009.

An Won-gu, chief of the Seoul Regional Tax Office, said Han pushed him to step down when An saw a document in 2007 that showed President Lee purchased land in Dogok-dong, southern Seoul, in another person’s name.

Noticing the snowballing suspicions around him, Han resigned from the service on Jan. 16, 2009, and left Korea for the U.S. two months later.

Many politicians have called Han a “time bomb” for his close connections to President Lee’s government.

The Democratic Party released a statement yesterday about Han’s return, saying “prosecutors drew harsh public criticism when it just investigated Han in writing while he stayed in the U.S. They should keep the words of Prosecutor General Kim Joon-gyu, who said ‘Prosecutors prove themselves by the result of an investigation.’”

24일 한상률(58) 전 국세청장의 귀국 소식을 들은 한 실세 정치인은 “그를 제대로 수사하면 (이명박·노무현 정부의) 판도라 상자가 열릴 것”이라고 말했다. 한 전 청장은 태광실업 세무조사와 그림 상납 로비 등 숱한 의문을 뒤로 한 채 국세청장에서 물러난 두 달 뒤인 2009년 3월 미국으로 건너가 침묵을 지켜왔다. 그의 입이 열릴 경우 메가톤급 파장이 예상되는 만큼 갑작스러운 귀국을 놓고 갖은 추측이 나온다. 정치권 관계자는 “청와대·여권과의 교감이 있었을 것”이라고 말했다. 이에 대해 청와대 한 핵심 관계자는 “검찰이 수사할 일에 대해 청와대가 언급하는 것은 부적절하다” 고 말했다.

한 전 청장의 이력을 설명하는 핵심적인 키워드는 ‘노무현 정부 때 임명돼 이명박 정부에서 유임됐던 세정(稅政) 총수’라는 점이다. 충남 태안 출신인 그는 1994년 추경석 전 국세청장의 비서로 발탁될 만큼 능력을 인정받았다. 그 후 특별세무조사를 담당하는 서울청 조사4국장, 국세청 조사국장, 서울청장, 국세청 차장으로 승승장구했다. 전임자인 전군표 전 청장의 구속으로 대선을 불과 한 달 앞둔 시점에서 그가 국세청장이 됐을 때 조직 내부에서는 “그의 능력이 아깝다”는 말도 나왔다. ‘경제 검찰’로 불리는 국세청장이란 자리의 성격상 정권이 교체되면 ‘단명 청장’이 될 수밖에 없을 것이란 얘기였다.

이명박 정부 초기 불안했던 그의 입지를 굳힌 계기가 박연차 전 태광실업 회장에 대한 세무조사였다. 여권 실세 정치인 A씨는 “한 전 청장이 ‘박연차를 잡으면 노무현을 잡는다’고 얘기하고 다녔다”고 돌아봤다. 이후 박연차 전 회장 세무조사는 노무현 전 대통령의 죽음으로 이어질 때까지 ‘태풍의 핵’이 됐다. 2008년 7월 이뤄진 태광실업 세무조사는 한 전 청장의 지휘 아래 서울청 조사 4국이 속전속결로 진행해 검찰 고발로 이어졌고, 대검 중수부는 그해 12월 박 회장을 구속했다.

노무현 정부 때 임명된 한 전 청장이 이명박 정부에서 살아남은 것을 두고 온갖 설이 나돌기도 했다. 대표적인 게 정권 실세들에게 줄을 댔다는 얘기다. 그 단면이 드러났던 게 경주 골프 사건이다. 2008년 크리스마스에 한 전 청장은 현직 국세청장 신분으로 한나라당 국회의원, 포항의 기업인들과 골프를 쳤다. 대부분이 이명박 대통령, 이상득 의원과 친분이 있는 인물들이었다. 골프 뒤 대구의 한 횟집에서 이어진 저녁 자리에는 이 대통령의 동서인 신기옥씨도 합류했다. 이 사실이 지방 언론에 보도되면서 여론은 크게 나빠졌다. 미국 체류 중이던 2009년 11월 그는 뉴욕특파원들과 만난 자리에서 “내가 물러난 것은 그림 상납설 때문이 아니라 사실은 경주 골프 사건 때문이었다”라고 털어놨다.

그는 정권 초 권력 실세 간 갈등 과정에서도 이름이 자주 거론됐다. 대통령에 대한 민감한 정보를 알고 있을 법한 그에게 정권 실세들이 접근했다면서 한 전 청장이 구설에 오르는 일이 잦아졌다. 이 무렵 청와대 민정라인이 그를 주저앉히기 위해 뒷조사를 하고 있다는 소문이 돌았다. 악재가 이어지던 중 그는 전군표 전 청장에게 그림을 상납했다는 의혹에 걸려 2009년 1월 옷을 벗었다.
