South Korea, U.S. set for ‘very close’ talks on food aid

Serious discussions over food shortages in North Korea are expected to start as officials from the U.S. and South Korea have decided they will closely cooperate to determine whether to restart food aid to the impoverished North.

Assistant Secretary of State Kurt Campbell said during a press conference in Seoul on Saturday that the U.S. and South Korea are “very close in consultation” and the two allies see the issue in “very similar terms.”

“I think we conveyed very clearly to our South Korean friends that we are still in the process of evaluating the situation on the ground and we would continue to consult closely with the South Koreans as we move forward,” said Campbell, adding that the U.S. fully supports the South, which he said has acted responsibly in reaction to North Korea provocations. Campbell added that the U.S. wants a different kind of talks than those previously held.

Campbell arrived in Seoul on Saturday to discuss issues regarding North Korea and met with South Korean nuclear envoy Wi Sung-lac and Deputy Foreign Minister Kim Jae-shin before departing for Washington yesterday.

Kim said at the press briefing yesterday that South Korea and the U.S. are “on the same terms regarding humanitarian food aid for North Korea.”

“If there is a need for it we will do so, but we must consider the timing and circumstances. We should also wait until the World Food Program’s report is released,” Kim said.

An official from the WFP said on Friday, after a monthlong examination of the food status in North Korea, that the impoverished state is facing a chronic shortage after facing a harsh winter.

“They’ve had problems with the potato crop, they’ve had problems with the germination of their winter wheat,” said Gerard Bourke, from the operations department at the UN’s WFP in Beijing after arriving from Pyongyang. “As we know, the DPRK is not a country that produces more food than it requires. There’s a chronic deficit there and that has all kinds of implications from a nutrition point of view.”

Bourke told reporters at the airport that his team had been given access to 20 different counties that they hadn’t been able to visit before, a rare case for the secretive country. He also said they were able to gather much information through interviews and observations in random households, as well as markets, schools and hospitals.

The WFP and Food and Agriculture Organization will release a report on their findings within two weeks after wrapping up their assessment of the North’s food status that started on Feb. 10.

Food shortages in the North have never been new, but the recent refusal by the U.S. and South Korea to give food aid appears to have struck the country harder than before as it has been asking many countries for food aid.

Kwon Tae-jin, a North Korea expert at the Korea Rural Economic Institute in Seoul, said last week that the North’s grain harvest this year will be 100,000 tons less than last year.

대북 식량지원 논의 본격화 움직임

대화국면 전환 계기 될 수도
北식량사정 평가뒤 윤곽 드러날 듯

대북 식량지원 문제가 한반도 정세의 중요한 변수로 떠오르고 있다.

국제사회에서 논의가 본격화되고 있고 지난달 남북 군사실무회담이 결렬된 뒤 교착상태인 한반도 정세가 이 문제를 계기로 대화국면으로 바뀔 수 있다는 전망도 나오고 있다.

무엇보다 미국 정부의 태도에 관심이 쏠린다. 미국은 북한의 식량사정을 정확히 확인하기 위한 실사단을 현지에 파견할 가능성이 있는 것으로 전해진다.

이와 맞물려 세계식량계획(WFP)과 유엔 식량농업기구(FAO) 등 국제기구 실사단은 10일 조사를 완료하고 11일 평양주재 대사관들과 유엔 기구를 상대로 보고회를 연다.

앞서 스티븐 보즈워스 미국 국무부 대북정책 특별대표는 지난 1일 상원 청문회에서 분배 투명성만 보장된다면 대북 식량지원은 해야 한다는 취지의 발언을 했다.

미국이 식량지원을 정치적 사안과 분리해 대응한다는 기본 입장에서 조금씩 지원에 긍정적인 방향으로 바뀌는 듯한 흐름이다.

이에 따라 일각에서는 이르면 4월부터 미국이 국제기구를 통해 대북 식량지원을 재개하고 북핵 6자회담 국면이 가시화될 것이라는 관측을 내놓는다.

한 대북 전문가는 "미국은 북한의 농축우라늄 프로그램(UEP) 문제를 방기할 수 없는 만큼 앞으로 대북정책에 적극적으로 나설 공산이 크다"며 "6자회담 여건을 조성하는 차원에서 북한에 식량을 지원할 것으로 본다"고 말했다.

미국이 북한에 식량을 줄 경우 한국도 인도적 차원에서 지원을 긍정적으로 검토할 개연성이 있는 것으로 관측된다.

통일부는 최근 순수 인도적 대북지원 재개 여부에 대해 "북한의 사정, 전반적인 남북관계 등을 보면서 검토해 나가겠다"며 다소 유연한 입장을 보였다.

그러나 미국이 대북 지원을 결정하기까지는 난관이 적지 않다는 분석이 대체적인 시각이다. 우선 북한의 식량사정에 대한 평가가 크게 엇갈리고 있다.

대북 인권단체 '좋은 벗들' 이사장인 법륜 스님은 지난 8일 북한이 자연재해와 작황 부진 등으로 인해 평양에서도 식량배급이 불안정하고 지난 겨울 식량부족과 한파로 아사 또는 동사한 사람이 속출하고 있다고 주장했다.

반면 현인택 통일부 장관은 북한의 지난해 작황에 대해 "재작년(411만t)보다 못하지 않다. 예년과 비슷한 수준"이라며 북한의 쌀지원 요청은 재고량에 대비하는 차원이라고 지적했다.

또 미국은 대북 지원의 조건으로 군부 등이 아니라 주민에게 혜택이 돌아가는 것을 확인할 수 있는 분배투명성을 요구하고 있다.

북한이 최근 중동 민주화 시위 등으로 내부단속을 강화한 상황에서 이에 쉽게 응할지는 미지수다.

미국 의회에서도 대북 식량지원을 우려하는 목소리가 여전히 적지 않다.

일리애나 로스-레티넨 미국 하원 외교위원장(공화)은 10일 국제사회가 북한에 식량을 지원할 경우 내년 고(故) 김일성 주석의 100주년 생일행사용으로 전용될 위험이 있다고 지적했다.

아울러 한국이 아직 대북식량 지원을 검토하지 않는다며 부정적 입장을 고수하기 때문에 미국이 식량지원 재개에 쉽게 나설 수 없다는 의견도 제기된다.

한 외교소식통은 "미국이 중동 정세에 집중하고 있고 한반도 정책에서는 한국이 주도권을 쥐도록 하는 상황"이라며 "북한 식량사정에 대한 평가도 내려지지 않았기 때문에 미국이 한국의 입장을 무시할 수 없을 것"이라고 내다봤다.

결국 국제기구 등 국제사회의 정확한 판단이 내려진 뒤에야 한국과 미국의 대북 식량지원 여부가 윤곽을 드러낼 것으로 예상된다.

나아가 북한이 군사 도발을 또 범할 경우 대북 식량지원 재개나 대화 국면은 기대하기 어려울 게 분명하다.
