North adopts collective decision-making system

North Korea adopted a collective decision-making system to replace its traditional one-man autocratic rule after the regime’s leader Kim Jong-il suffered a stroke three years ago, according to a U.S. Congressional Research Service report.

According to a report on the Web site of the Voice of America yesterday citing the report, Kim’s absolute authority in decisions regarding its nuclear policies was weakened after he collapsed from a stroke in August 2008.

The multi-person decision-making system was introduced after that and appears to be led now by Jang Song-thaek, Kim’s brother-in-law and a vice chairman of the National Defense Commission. Some North Korea observers have regarded Jang mainly as a guardian for Kim’s heir-apparent, Kim Jong-un.

The report came as the North is suspected of bolstering its nuclear weapons capabilities using a newly revealed uranium-enrichment program, a move that would take the North further from its promise of denuclearization.

Pyongyang pledged not to pursue its nuclear weapons program in September 2005 during the six-party talks on the denuclearization of the North.

The talks have been stalled since the North walked out in April 2009 and a month later it staged its second nuclear test.

On Tuesday, the North claimed it is ready to talk about the uranium enrichment program at the six-party talks but Seoul and Washington remain suspicious about its sincerity.

The CRS report said the North’s collective decision makers, including the top commanders of the North Korean military, will play a more crucial role in shaping the country’s nuclear policies. The report also said the South Korean government was assuming that North Korea has around 20 nuclear facilities with 3,000 nuclear experts working in them, VOA said.

Meanwhile, North Korea said yesterday it had dismissed its security chief due to health problems.

2008년 8월 김정일 국방위원장의 뇌졸중 발병 이후 북한에 집단적 의사결정체제가 등장했다고 미국의소리(VOA) 방송이 미 의회조사국 보고서를 인용해 16일 밝혔다.

VOA에 따르면 의회조사국은 최근 발표한 보고서에서 김 위원장이 핵정책 결정에 대한 절대적인 권한을 갖고 있다가 뇌졸중 발병 이후 집단적 의사결정체제가 나타났고, 김 위원장의 매제인 장성택 노동당 행정부장이 이를 주도하는 것으로 보인다고 전했다.

미국과 한국의 정보당국자들은 김 위원장이 뇌졸중에서 회복하고 있는 것으로 보고 있지만 많은 전문가는 핵심적 군 지휘관을 포함한 집단 의사결정체제의 구성원들이 앞으로 북한의 핵정책 형성 과정에 더 중요한 역할을 맡을 것으로 보고 있다고 보고서는 밝혔다.

보고서는 북한의 핵계획은 원자력공업부가 총괄하고 있고 부 산하에 방사성동위원소 위원회와 핵에너지 위원회 등 여러 핵 관련기관과 연구소가 있다고 소개했다.

보고서는 한국정부가 북한에 핵시설이 20개, 전문인력이 3천명 정도 있는 것으로 추정하고 있다고 덧붙였다.

한편 미국의 자유아시아방송(RFA)은 북한이 무기 관련 기술을 타국에 전파해 벌어들인 현금으로 정권을 유지하고 있다는 랜돌프 알레스 미 태평양사령부 전략계획ㆍ정책 국장의 주장을 전했다.

알레스 국장은 15일 미 하원 군사위원회의 청문회에 제출한 서면 답변에서 북한이 불법행위로 벌어들이는 자금 의존도가 점점 커지고 있다며 이같이 지적했다고 RFA는 보도했다.
