Rhyu new head of PPP, igniting liberal contest

Rhyu Si-min, one of the closest confidants of the late former President Roh Moo-hyun, has become the new head of the People’s Participation Party, igniting a competition in the liberal arena largely dominated by the Democratic Party.

The minority splinter party, founded early last year, held a general convention in Suwon Saturday. Rhyu ran as the sole candidate in the chairmanship election and won 97 percent of the votes to become the new head of the People’s Participation Party. Rhyu is to serve in the post for one year.

In his acceptance speech, Rhyu declared that his party won’t follow the suit of major political parties. “We will run the party in our own way,” he said, adding that the party will pay back the shortcomings of the Roh administration by building a great country.

Rhyu also stressed the importance of a coalition among the liberal opposition parties. “If the coalition in the liberal camp is formed appropriately, we will be able to reduce the number of lawmaker seats occupied by the Grand Nationals and their allies to below 120,” he said. “The opposition parties will have about 180 seats and 20 of them will belong to the People’s Participation Party.”

He, however, did not hesitate to attack Sohn Hak-kyu, the chairman of the major opposition Democratic Party, questioning his leadership. “Since the democratization in 1987, a political coalition has only seen a successful outcome when it was initiated by the largest opposition party and its leader,” he said. “But the Democratic Party is failing to take the initiative ahead of the April 27 by-elections.”

“The political coalition for the 2012 legislative and presidential elections is also making little progress because the Democratic Party has failed to show its leadership,” Rhyu said. “I am waiting desperately for Sohn and other DP leaders to have generous minds.”

In last June’s local elections, the opposition parties discovered that a united front - fielding only one liberal candidate per race - was a winning strategy against the conservative ruling Grand National Party. The Democratic, Democratic Labor, New Progress and People’s Participation parties agreed to continue the strategy in the upcoming by-elections, but little progress was seen so far.

The 51-year-old former Democrat has kept his distance from the Democratic Party. Rhyu largely recruited former Roh Blue House officials to serve in the PPP’s leadership.

The Democratic Party showed displeasure toward Rhyu’s remarks. “The PPP doesn’t even have a single lawmaker, but it is demanding a treatment comparable to the largest opposition party with 86 lawmakers just based on an individual’s popularity,” said DP Secretary-General Lee Nak-yon.

In many public polls on who will be the next president, Rhyu has been ranked as a distant second, following the uncontested lead of the GNP’s Park Geun-hye. Sohn is also a prominent presidential candidate in the liberal arena.

While Rhyu is managing his own part, largely formed by pro-Roh politicians, another key member of the group openly declared his support for Sohn. Lee Kwang-jae, former Gangwon governor, said Thursday he wants to see Sohn become the next president, indicating a split in the pro-Roh faction.

The remarks came at a sensitive time, only days before the PPP’s election to officially select Rhyu as its new leader. “I want him to be respected for his choice and succeed in his own path,” Rhyu said of Lee’s decision.

노무현 전 대통령의 ‘정치적 경호실장’으로 불렸던 유시민 전 보건복지부 장관이 19일 국민참여당(참여당) 대표로 선출됐다. 수원실내체육관에서 열린 전당대회에서다. 그는 당 대표 취임 일성으로 ‘진보세력의 연대·연합을 통한 정권 교체’를 목표로 제시했다.

그는 연설에서 “노무현 전 대통령과 참여정부는 양극화를 막고, 복지국가의 토대를 마련하며, 정치를 개혁하는 등의 세 가지 문제에 대해 미흡했거나 실패했다”며 “우리는 이 빚을 인수해서 끝까지 갚아 나갈 것”이라고 말했다. 그러면서 “혼자 힘으로는 어려운 만큼 진보 정치세력과 협력해 남은 빚을 갚는 데 최선을 다할 것”이라고 했다. 기자회견에선 “내게 다시 정권 교체를 하고 대한민국을 자유롭고 정의로운 나라로 돌려놓으라는 국민들의 소망이 투사(投射)된 것이 아닐까 생각한다”는 말로 2012년 대선 때 정권을 잡겠다는 의지를 드러냈다. 그런 모습을 지켜본 친노무현 진영의 인사들은 “참여당 전당대회가 유시민의 대선 출정식을 방불케 했다”고 말했다.

유시민 대표는 20일 비서실장에 김영대 전 열린우리당 의원을 임명했다. 당 대변인엔 이백만 전 청와대 홍보수석, 사무총장에는 김충환 전 청와대 업무혁신비서관을 내정, 21일 최고위원회의의 승인을 받을 예정이다. 당 체제를 정비한 유 대표는 4·27 재·보선 지역 가운데 노 전 대통령 고향인 김해을(국회의원 보선)에서 이겨 기세를 올린다는 생각을 하고 있다. 김해을의 승리는 내년 4월 총선에서 ‘의미 있는 국회 의석’을 확보하고, 12월 대선에선 야권 후보 단일화란 승부수를 띄워 ‘제2의 노무현 시대’를 여는 전기가 될 수 있을 것이라는 게 유 대표 측 기대다.

민주당 손학규 대표도 4·27 재·보선을 총선·대선 승리의 전초전으로 여기는 만큼 야권에선 “참여당 전당대회를 계기로 손학규와 유시민의 경쟁이 본격적으로 시작됐다”는 얘기도 나온다. 유 대표의 차기 대선 예비주자 지지율은 10% 안팎이다. 야권에선 1위로, 손 대표를 앞선다. 그런 그에 대해 천호선 전 참여당 최고위원은 “야권에선 가장 대중적인 인물로 국정운영의 경험도 갖췄다”며 경쟁력이 있다고 평가한다. 하지만 “유 대표에 대해선 광적인 팬이 있는가 하면 반감을 갖는 이들도 많아 ‘확장성’의 문제가 있다”고 지적하는 이들도 적지 않다.

유 대표가 정치 전면에 등장함에 따라 ‘친노 세력’을 둘러싼 쟁탈전도 벌어지고 있다. 노 전 대통령의 최측근이었던 강금원 창신섬유 회장은 얼마 전 “유시민은 친노가 아니다. 남을 위해 정치를 해야지 나를 위한 정치는 곤란하다”고 했다. 노 전 대통령의 오랜 참모였던 이광재 전 강원지사는 최근 “손학규 대표를 지지한다”며 유 대표를 견제하는 모습을 보였다. 반면 노 전 대통령 비서실장을 지낸 이병완 기초의회(광주 서구) 의원, 이해찬 전 총리 등은 유 대표를 후원하는 그룹에 속해 있다.
