Bus crash repeats on same highway

Three students from Changwon Moonsung University died when the bus they were traveling in plunged over an embankment on a highway in Yangsan, North Gyeongsang, on Saturday. It was the exact location at which four people on a commuter bus were killed in 2008 and near a spot where another vehicle crashed in 2006, killing three people.

The chartered bus was carrying 32 students and faculty members and the bus driver when the bus broke through a guardrail. Two male students and one female student were killed. Twenty-nine others onboard were injured. Buses are banned from the roadway.

The bus careened off the road, sliding about 50 meters (164 feet) down the mountainside around noon while returning to the university from an overnight trip, police said. Road No. 1051, which is now being called a “death road,” features a 16-degree slope and an S-curve with narrow lanes. The curvy road extends for 3 kilometers (1.9 miles).

The 2008 crash was attributed to brake malfunction. After that accident, critics had called for road improvements, but nothing was done.

Large buses are banned from the roadway, but no controls are visible except a sign that reads: “This road prohibits 15-passenger vans, vehicles exceeding 2.5 meters in height and freighters exceeding 2 tons to pass.”

According to reports, Yangsan residents who frequently use the road said, “Most of the drivers are aware that the road is prohibited for large and heavy vehicles but the rule is widely flouted.”

“Drivers need to be cautious as the road itself is very steep,” said a police official who added that they were investigating the cause of the accident. According to reports, students who were on the bus said they heard a strange noise from the brakes on the bus just before the accident. The injured passengers were taken to nearby hospitals in Yangsan to be treated, officials said.

시는 안전시설 설치를 등한시했다. 경찰은 대형 버스가 다닐 수 없는 길인데도 통제를 하지 않고 방치했다. 경남 양산시 1051호 지방도에서 대학생이 탄 버스가 추락해 3명이 숨진 사고는 이런 안전 불감증이 원인이 됐다. 그동안 이 도로에서 크고 작은 교통사고가 끊이지 않았다. 그런데도 안전시설 설치를 책임진 시와 통행 단속을 해야 하는 경찰은 수수방관했다.

　26일 낮 12시쯤 양산시 원동면 대리 에덴밸리 리조트(해발 750m)에서 양산시 어곡동 방향 700m 아래 도로에서 W고속관광 버스(47인승)가 중앙선을 넘어 50m 아래 경사면으로 추락했다. 이 사고로 버스에 탔던 창원 문성대생과 교수 32명 중 이모(19)군 등 3명이 숨지고 운전자 임모(39)씨 등 29명이 다쳤다.

　1051호 지방도는 평소 ‘죽음의 도로’로 불렸다. 경사가 16~18도로 심한 데다 S자형으로 굽어 있다. 굽은 각도도 30도에 이른다. 도로는 편도 1 차로여서 사고가 끊이지 않았다. 2008년 11월 16일에는 야유회를 마치고 돌아오던 한 자동차회사 직원을 태운 버스가 추락해 4명이 숨지고 31명이 다쳤다. 지난달 23일에는 브레이크가 파열된 승합차가 교통통제소 안전지대에 주차돼 있던 승용차를 덮치면서 뒤집어져 14명이 다쳤다.

　경찰과 국립과학수사연구소 등 30여 명의 공동 조사단은 27일 현장 조사를 벌여 이번 사고도 버스의 브레이크가 작동하지 않아 발생했을 가능성이 큰 것으로 보고 있다.

　도로에는 철제 가드레일만 있을 뿐 시멘트 방호벽 같은 안전시설은 설치돼 있지 않다. 추락을 막기 위한 비상정차대(모래구덩이)도 어곡동 방향 3㎞ 중 경사가 가장 심한 두 곳에만 설치돼 있다. “안전 시설 설치가 시급하다”며 주민들이 여러 차례 민원을 제기했지만 답이 없었다. 양산시 관계자는 “방호벽을 설치하면 방호벽과 부딪친 차량이 뒤집히면서 사고가 더 커질 우려가 있어 안전시설 설치도 쉽지 않다”고 말했다.

　차량통행 통제도 허술했다. 이 도로는 2006년 에덴밸리 리조트 골프장이 문을 열면서 확장·포장됐지만 위험했다. 그래서 도로법에 따라 ▶15인승 이상 승합차 ▶높이 2.5ｍ 이상 차량 ▶2t 이상 화물차의 통행은 금지됐다. 다만 대형 버스와 화물차 등은 특수 제동장치를 부착하면 통행할 수 있다. 그런데도 경찰은 교통통제소를 고개 아래 어곡동 쪽에만 설치해 운영했다. 고개 넘어 배내골 쪽에서는 교통 통제를 하지 않아 사고 버스처럼 고개 정상에서 어곡동으로는 아무런 제지 없이 내려올 수 있었다.

경찰에 임명돼 어곡동 교통통제소에 근무하는 김선봉(51)씨는 “에덴밸리 방향으로 올라가는 대형버스는 막지만 반대편에서 내려오는 차량은 손 쓰기 어렵다”고 말했다. 양산경찰서 관계자는 “주간 근무자 3명을 7번·35번 국도 등 주요 도로에 배치하고 나면 지방도를 고정 단속하는 건 어렵다”고 말했다.
