Scramble to keep electoral status

With the 2012 general elections coming in about a year, some regional governments suffering shortages in population are striving to attract more people to change their address to the regions as a way to not lose legislation electoral district status.

According to a regulation of the National Election Commission, electoral zones should each have a population of 103,093 residents at the smallest and 309,279 at the largest.

Statistics by the Ministry of Public Administration and Security showed that election districts each have a population of 206,186 on average as of the end of last year. Under the law, if the population of a district goes below 50 percent of the average population, it will lose its electoral constituency status.

If the population of a district saw more than a 50 percent increase from the average population, electoral districts for the April legislative election in 2012 will be redistricted. The decision on whether to redraw electoral districts for next year’s election will be finalized by December.

A legislative election district representing Namhae and Hadong counties of South Gyeongsang is at risk of losing its district status and the two counties are now making a last-ditch effort to keep their constituency. Currently, 100,547 people registered their addresses in the two counties - 2,546 people short of the required minimum population of 103,093.

A shortage of the required minimum population prompted the Namhae County Office to launch a campaign in February, asking students living in dormitories of Namhae College to change their addresses to Namhae. It also proposed a bill to give 200,000 won ($185) each in vacation expenses to military officials working in Namhae if they move their addresses to Namhae. The bill is awaiting passage in the Namhae council. Hadong County is also offering cash incentives to people to change their addresses.

내년 4월 19대 총선을 앞두고 지방자치단체들 사이에 지역구 국회의원 ‘의석 구출작전’이 벌어지고 있다.

　10일 중앙선거관리위원회에 따르면 지역구 국회의원 선거구는 선거구별 평균 인구의 50%에 못 미치면 통폐합, 평균 인구보다 50% 이상 많으면 분구 대상이다. 인구는 국회 선거구획정소위원회가 정하는 기준일(19대 총선은 10~12월 중)에 따라 달라진다.

　행정자치부의 인구통계 현황자료를 분석한 결과 지난해 말 현재 1지역구당 평균인구는 20만6186명. 인구 변동이 없을 경우 선거구 유지 하한선은 10만3093명, 상한선은 30만9279명이 될 전망이다.

　경남 남해·하동 선거구는 3월 말 현재 인구가 10만547명으로 하한선보다 2546명 부족하다. 남해군은 2월부터 남해대학 기숙사까지 찾아가 현장 전입신고를 받았다. 관내 군부대를 상대로 주소를 옮기는 군인에게 20만원의 휴가비를 지급하는 내용의 ‘인구증대시책 지원에 관한 조례’ 개정안을 만들어 의회 통과만 남겨두고 있다. 이 법안에는 10만원 상품권 1회에 그쳤던 대학생 전입 축하금을 학기마다 지급하고, 고교생에게는 수업료 전액 지원에다 20만원의 현금도 추가 지원한다는 내용도 포함됐다.

　하동군도 2인 이상 전입해 올 경우 30만원의 전입금, 100만원의 영농자재비, 중·고생 교복 무상지원 등을 해준다.

　하동군 행정과 이동진 계장은 “남해·하동 2개 군이 한 달간 뛰어도 주민 수를 195명밖에 못 늘렸다. 연말까지 2500명 이상 늘려 하한선을 넘기기는 힘들 것 같다”라고 말했다.

　전북 익산시도 전입자 1명에게 20만원씩 현금을 지급하는 방안을 추진하고 있다. 익산시는 전입해 와 6개월 이상 거주하면 현금이나 상품권을 지급하는 내용의 조례를 발의키로 했다고 10일 밝혔다.

　광주광역시는 아예 구(區) 경계를 조정해 8석에서 6석으로 줄어드는 위기를 벗어나는 방안을 추진 중이다. 동구는 지난해 말 기준 10만4449명으로 하한선에 근접해 있고, 서구는 상한선 아래인 30만3219명으로 떨어지는 바람에 2석에서 1석으로 줄어들 처지다. 구 경계를 조정해서 동구와 서구를 넓혀 인구를 늘리는 방안을 고민 중이다. 전남 여수, 부산시 남구도 국회의원 의석수가 2명에서 1명으로 떨어질 위기에서 벗어나기 위한 방안 마련에 고심 중이다.

　반면에 의석을 더 늘리기 위한 노력도 펼쳐지고 있다. 강원도 원주시는 올해 초 시와 시의회를 중심으로 ‘국회의원 2명 선출 추진위원회’를 구성해 연세대 원주캠퍼스 등 관내 5개 대학 기숙사를 공략해 2500여 명의 전입실적을 올렸다. 3월 말 현재 인구가 31만6677명으로 상한선을 훨씬 넘어선 것이다.

　정시식(49) 마산·창원·진해 경실련 집행위원장 “국회의원 자리 보전을 위해 국민 세금을 막 쓰는 건 아랫돌 빼서 윗돌 괴는 임시방편에 지나지 않는다 ”라고 말했다.
