North complains of Baekdu talks just a day later

Just a day after experts from South and North Korea came to an agreement for joint research on Mount Baekdu, North Korea said that things were “up to the South.”

During a meeting in Kaesong on Tuesday, both sides signed an agreement to hold an academic forum next month and to schedule a visit to the volcano that straddles the China-North Korea border. The volcano, which last erupted in 1903, is showing signs of another eruption, according to experts.

But the North, through its official news agency, said yesterday that “South Korea has obstinately insisted that information on the signs of volcanic activity at Mount Baekdu should be handed over first, then after waiting for some time appeared with a memorandum of understanding with no binding power and deliberately created an impasse.

“This is just stubbornness to delay joint research on Mount Baekdu by demanding information beforehand as a prerequisite,” the KCNA said.

The meeting Tuesday lasted about nine hours.

And although an agreement was reached, the exact dates and location of the forum and visit to Mount Baekdu weren’t confirmed.

A few moments after the North issued its statement through the KCNA yesterday, the South Korean Ministry of Unification shot back that the North’s behavior was “inappropriate” and said the North was criticizing the South’s request that some research be done beforehand by sharing material.

“We plan to support and collaborate so the agreements can be pushed forth with stability,” said Lee Jong-joo, a Unification Ministry spokeswoman.

Another ministry official said: “Our experts requested they agree to an MOU stating there be six months of anticipatory research, then two years of official research.”

The official added that the North’s experts said that details and explanations behind Mount Baekdu’s volcanic activity can only be discussed during the forum in May.

남북은 12일 개성 자남산여관에서 백두산 화산 2차 전문가회의를 열어 5월 초에 평양 또는 편리한 장소에서 전문가 학술토론회를, 6월 중순에 백두산 현지답사를 하기로 합의했다.

북측은 13일 조선중앙방송을 통해 전날 합의과정과 관련해 남측을 비난하는 태도를 보였다. 북측은 "남측이 선행연구는 6개월, 본 단계연구는 2년 이상이 소요되므로 그 다음 단계에 가서 학술토론회를 하자는 얼토당토않은 주장을 들고 나왔다"고 주장했다.

이어 "남측은 화산 징후와 관련해 자료를 먼저 넘겨줄 것만 고집했다"며 "북남협력에 나서지 않으려는 생억지 외 다른 아무것도 아니었다"고 밝혔다.

우리 측이 북측의 학술대회와 현지답사를 합의문에서 수용했지만 회의 과정에서 우리 측이 자료교환 등 사전연구가 필요하다고 지적한 점을 문제 삼은 것이다.

북측은 또 "막무가내로 우기면서 장시간 뻗치다가..", "장황하게 나열한 양해각서를 들고나와 고의적인 난관을 조성했다", "무려 4시간이나 끌다가 마지못해 우리 측이 제시한 합의서에 서명했다"고 주장했다.

이에 대해 정부는 불쾌한 반응을 간접적으로 내비쳤다. 이종주 통일부 부대변인은 이날 정례브리핑에서 "합의사항이 내실있게 추진될 수 있도록 정부 차원에서 필요한 지원과 협력을 해나갈 방침"이라고 밝혔다.

그러나 이 부대변인은 "북측 관영매체가 `얼토당토않은 주장` 등의 표현을 하면서 합의 내용을 폄하하고 이를 일방적으로 보도하는 것은 전혀 적절하지 않은 태도"라고 꼬집었다.

통일부 당국자는 "우리 측 전문가들은 6개월 선행연구와 이를 바탕으로 약 2년에 걸쳐 본연구가 필요하다는 점을 지적하고 이 같은 내용을 담은 양해각서 체결을 요구한 것"이라고 설명했다.

이 당국자는 "학술회의와 현지답사 합의는 전체 양해각서에 들어갈 내용 가운데 단건에 불과한 것"이라며 "앞으로 공동연구 과정에서 백두산에 대한 수시접근, 신변보장, 전체 연구일정 등이 포괄적으로 포함된 양해각서가 필요하다"고 말했다.

4시간이나 시간을 끌다 마지못해 서명했다고 북측이 주장한 데 대해서도 이 당국자는 "문구조정 과정에서 시간이 걸린 것"이라며 특별히 시간이 오래 걸린 것은 아니라고 설명했다.

주목되는 것은 북측이 "합의서는 일단 채택됐지만 실천 여부는 앞으로 남측이 어떻게 나오는가에 달렸다"고 한 대목이다.

이를 두고 일각에서는 북측이 대화하는 모습을 잠시 보이다 향후 남측에 책임을 돌리며 합의 파기를 하기 위한 포석이 아니냐는 분석이 나오고 있다.

북측이 백두산 화산 협의를 제의할 때부터 정부 안팎에서는 화산 연구보다는 6자회담으로 가기 위한 단순한 `징검다리`로 활용하려는 것 아니냐는 의혹을 제기해왔다.

이에따라 남북 간 신경전이 계속되면 향후 추진과정에서 적지않은 난관이 이어질 것이라는 관측이 많다.
