A surprise win in Gangwon race

Debunking media polls that projected he had only a slight chance of beating Grand National Party candidate Ohm Ki-young for the Gangwon governorship, Choi Moon-soon of the Democratic Party knocked out his former colleague by winning 51.1 percent of the vote against Ohm, who garnered 46.6 percent of the vote in Wednesday’s by-election.

“This is a victory for Gangwon residents’ pride,” Choi said. “I will serve Gangwon residents as if they are the sky. We now need to mend the conflicts large and small that we had during the election campaign in the name of unity. I will become the governor for Gangwon, not the Democratic Party.”

The Gangwon governor race wasn’t an easy one for Choi. During the campaign, his rival Ohm consistently led in opinion polls by at least 9 percent and as much as 20 percent.

In a JoongAng Ilbo poll conducted from April 14 to 16, likely voters said they favored Ohm over Choi, 48.5 percent to 28.5 percent.

Though Ohm and Choi had both been presidents of the broadcast network MBC and both were Gangwon natives, Ohm’s public standing was higher than Choi’s because was once a star anchor on MBC’s primetime “News Desk.”

But political observers said that many voters who had previously favored Ohm turned away from him and voted for Choi after Ohm’s staffers were arrested last week on charges of running an illegal election campaign camp in Gangneung. According to police, the campaign hired 28 people to make phone calls to Gangwon residents to entreat voters to cast ballots for Ohm.

Though Ohm flatly denied his involvement in the operation and insisted it was purely volunteer work done by Gangwon residents who supported him, the scandal dealt a serious blow to him.

The governor’s seat has been empty since Lee Kwang-jae of the DP lost the seat following a bribery conviction in January, and political observers said Gangwon residents’ sympathy for Lee led to Choi’s victory.

최문순, 20%P 뒤지다 … 뒤집었다
강원도에서 대반전이 일어났다. 민주당 최문순 후보가 한나라당 엄기영 후보를 꺾고 강원도지사에 당선됐다. 최 당선인은 “강원도민 자존심의 승리”라며 “도민을 하늘같이 받들겠다”고 소감을 밝혔다. 최 당선인은 “선거 과정 중에 있었던 크고 작은 갈등을 화합의 이름으로 치유해야 한다”며 “민주당의 도지사가 아닌 강원도의 도지사가 되겠다”고 덧붙였다.

　최 당선인은 선거 초반부터 ‘이광재 동정론’ ‘MB 정부 심판론’ 등을 내세우며 엄 후보를 몰아붙였다. 하지만 최 당선인은 엄 후보의 ‘인물론’ 공세에 맥을 추지 못했다. 최 당선인은 같은 MBC 사장 출신이지만 앵커 출신인 엄 후보의 인지도에 밀렸다. 지난 18일 발표된 중앙일보 지지율 조사에서는 엄기영(48.5%), 최문순(28.5%) 두 후보의 격차가 20%포인트나 됐다. 엄 후보는 각 언론사가 실시한 여론조사에서 9~20%포인트의 격차로 최 당선인를 앞섰다.

　최 당선인이 추격의 고삐를 잡은 것은 지난 22일 선관위에 신고된 강릉 불법 콜센터 사건이다. 엄기영 후보를 지원한 ‘강릉 펜션 불법전화부대’는 경찰 수사로 윤곽이 드러났다. 지난 25일 열린 마지막 TV 토론회에서 최 당선인은 불법 콜센터를 집중적으로 공격했다. 그는 “강릉 펜션 사건은 범죄다. 그분들(주부들)은 자원봉사가 아니라 5만원씩 돈 벌러 나갔다고 말한다”고 주장했다. 엄 후보가 “최문순 후보가 평창 동계올림픽 유치를 위한 100만인 서명운동에 대해 지속적으로 의혹을 제기하는 것은 흑색선전이다”라고 주장했지만 강원도 민심에 다가가지 못했다.

　대법원 최종 판결로 물러난 이광재 전 지사에 대한 동정론도 강원도 대반전의 동력이었다. 지난 10일 이 전 지사의 부인 이정숙씨는 최 후보와 함께 기자회견장에 서서 최 후보 지지를 호소했다. 이 전 지사도 도내 곳곳을 돌며 최 당선인를 지원했다. 최 당선인은 당선이 확정된 후 “이광재 전 지사의 재판에 대해 강원도민이 표로 평가한 것이 이번 승리의 한 원인인 것 같다”고 말했다. 그가 이날 밤늦게 이광재 전 지사 부부, 한명숙 전 대표 등과 함께 선거사무소에 들어서자 지지자들은 손뼉을 치며 “최문순” “이광재”를 연호했다.

　MB정부 심판론도 먹혔다. 특히 원주가 대구와 오송에 밀려 첨단의료복합단지에서 탈락하면서 영서 지역의 반발이 컸다. 최 당선인은 선거 운동 때 이런 정서를 활용해 “강원도는 이제까지 정치적·경제적 권리를 빼앗긴 채 살아왔다”며 지지를 호소했다. 이 결과 이날 투표에서 춘천과 원주에서 최 당선인이 엄 후보를 크게 이겨 승리의 발판을 놓았다. 박모(60·여)씨는 “이광재의 뒤를 잇고 이명박 정부를 견제할 수 있는 인물로 최 후보만 한 사람이 없을 것 같아 그에게 표를 주었다”고 말했다.
