Return of Korea books now certain

The lower chamber of the Japanese parliament passed an agreement yesterday allowing the return of 1,205 royal protocol books to Korea, virtually ending the approval process for return of the books. The chamber’s foreign affairs committee passed it a day earlier.

The upper chamber, the House of Councilors, will hold a session May 13 to discuss the passage of the agreement. But if a treaty between two countries is ratified by the lower chamber, it will go into effect regardless of the actions of the upper chamber.

Last August, Japanese Prime Minister Naoto Kan promised to return pieces of Korean cultural heritage that were taken during Japan’s 35-year-long colonial rule of Korea as a token of his government’s desire to forge a better relationship with Korea. Last year marked the 100th anniversary of Japan’s annexation of Korea.

In November, the two governments agreed on the return of 1,205 books. The books, taken by the Joseon Governor General’s Office and kept by Japan’s Imperial Household Agency in Tokyo, include 167 volumes of the royal protocols called Uigwe.

Some political observers predicted Japan would start returning the books late next month when Korean President Lee Myung-bak visits Japan to attend a Seoul-Tokyo-Beijing summit.

The Kan cabinet tried to finalize the parliamentary approval process last year, but the process was delayed due to opposition.

The Asahi Shimbun reported that some lawmakers were opposed to the return of the books, saying that Japanese books in Korea should also be returned to Japan but without elaborating on which books they are. After the foreign affairs committee vote on Wednesday, Japanese Foreign Minister Takeaki Matsumoto said he expects the return of the books “will help build a future-oriented Japan-Korea relationship and create momentum for accelerating cultural exchanges between the two countries.”

한일도서협정 日 중의원 외무위 통과
내일 중의원 본회의서 사실상 비준 전망
일본이 조선왕실의궤 등 1천205책의 한국도서를 반환하는 한일도서협정이 중의원 외무위원회를 통과했다.

일본 중의원 외무위원회는 27일 오전 열린 회의에서 일본 정부가 제출한 한일도서협정 비준안을 심의한 뒤 표결을 통해 다수 찬성으로 가결해 28일 열릴 중의원 본회의로 넘겼다.

이날 표결에서 제1야당인 자민당은 당론으로 반대했지만 민주당과 공명당, 사민당 등의 소속 의원들은 찬성했다.

28일 중의원 본회의에서 한일도서협정이 가결되면 사실상 비준이 종료된다. 내달 13일 열릴 참의원 본회의를 통과해야 일본 국회의 비준 절차가 끝나지만 조약의 경우 중의원 가결 우선 원칙이 적용되기 때문에 참의원에서 반대해도 협정이 발효된다.

중의원 외무위원회는 이날 대학교수 등 전문가 3명을 불러 한일도서협정을 심의했다.

참고인은 일본 자민당과 사민당 등 야당이 신청한 이들로 한일도서협정의 타당성과 문제점, 한국도서가 일본에 반출된 경위, 독도 영유권 문제와의 관계 등을 설명했다.

일본 정부는 다음달 참의원에서 한일도서협정의 비준 절차가 종료되면 조선왕실의궤 등 궁내청에 보관된 한반도에서 유래한 도서 1천205책에 대한 반환 절차를 시작한다.

이에 따라 이르면 이명박 대통령이 한중일 정상회의를 위해 도쿄를 방문하는 다음달 하순께, 늦어도 상반기안에 우리 정부에 도서를 넘길 것으로 예상된다.

마쓰모토 다케아키(松本剛明) 외무상은 이날 중의원 외무위원회에서 "한국도서의 인도가 미래지향적 일한관계 구축에 도움이 되고 양국 문화교류를 촉진하는 계기가 되기를 기대한다"고 밝혔다.

간 나오토(菅直人) 총리는 작년 8월 10일 한일 강제병합 100년 담화에서 "일본의 통치기간 조선총독부를 경유해 반출돼 일본 정부가 보관하고 있는 조선왕실의궤 등 한반도에서 유래한 귀중한 도서를 한국민의 기대에 부응해 가까운 시일에 인도하겠다"고 약속했다.

이후 한국과 일본 정부는 작년 11월 아시아태평양정상회의(APEC)가 열린 요코하마(橫浜)에서 한일도서협정을 맺었고, 일본 정부는 작년 12월 임시국회에서 국회 비준을 추진했으나 무산되자 이번 정기국회로 넘겼다.
