North Korea to seek new Kumgang investments

North Korea yesterday took another step to force South Korea into resuming tours to Mount Kumgang.

According to a report from the North’s Central News Agency, the Supreme People’s Assembly issued an decree to form a special tourism district in Kosong, Gangwon, and other areas surrounding the mountain resort.

The decree said that the North “will encourage free investment in the development of the special zone by corporate bodies, individuals and other economic bodies and will protect by law the invested capital and properties and income and other profits to be gained through business.”

“Depending on developments in the tourism area, additional tourism districts will be designated and policies will be set up accordingly,” said the decree, which annulled a 2002 decree that gave Hyundai Asan exclusive rights to conduct inter-Korean tours.

South Korea halted cross-border tours after the fatal shooting of a South Korean tourist at Mount Kumgang in 2008 by a North Korean soldier. North Korea has since declared it would no longer reserve management rights to the mountain resort for Hyundai Asan.

North Korea attempted to lure Chinese investment into Mount Kumgang last year, but failed after Seoul asked China not to cooperate.

A South Korean official said yesterday the North’s announcement was meant to “pressure” South Korea, without fulfilling Seoul’s demand for a guarantee of the safety of tourists going to the resort.　

“The agreement made between Hyundai and the North can not be broken unilaterally,” the official said.

Lee Jong-joo, a spokeswoman for the South’s Unification Ministry, said the North’s move appears to be aimed at attracting foreign capital for the resort.

北 "금강산관광특구 신설…주권 독자 행사"
현대와 합의 '금강산관광' 정령은 효력상실

북한이 금강산 지구에 금강산 국제관광특구를 독자적으로 신설해 주권을 행사키로 했다고 조선중앙통신이 29일 보도했다.

북한 최고인민회의는 이날 이런 내용을 담은 정령을 발표했다.

또 이번 조치로 지난 2002년 현대그룹과 합의 아래 만들었던 '조선주의인민공화국 금강산관광지구를 내옴에 대하여'는 효력을 상실토록 했다.

북한의 금강산 국제특구 지정 정령은 지난 8일 조선아시아태평양평화위원회 대변인이 담화를 통해 현대그룹의 금강산 관광 독점권의 효력 취소를 발표하면서 "금강산 관광을 새롭게 하는 것과 관련한 해당한 국가적 조치는 곧 취해지게 될 것"이라고 밝힌 데 따른 후속조치로 보인다.

이에 따라 북한은 현대그룹의 금강산 관광 독점권을 취소하고 해외자본을 유치하기 위한 수순밟기에 나설 것으로 예상된다.

정령에 따르면 특구는 그동안 현대그룹이 관리해온 강원도 고성군 고성읍, 온정리 일부 지역과 삼일포, 해금강, 금강군 내금강지역, 통천군 일부 지역을 포함토록 하고 북한의 주권행사가 가능토록 했다.

그동안 현대그룹과 합의에 따라 금강산 관광지구에서는 북한의 권리행사가 일부 제한돼 있었다.

최고인민회의 상임위원회는 정령에서 "특구개발을 위한 법인, 개인과 기타 경제조직의 자유로운 투자를 장려하고 투자한 자본과 재산, 기업운영을 통해 얻은 소득과 기타소득을 법적으로 보호한다"며 "특구개발이 진척되는 것에 따라 새로운 관광대상지를 늘려 관련 대책을 세울 것"이라고 밝혔다.

한편 리종혁 아태평화위 부위원장은 지난 13일 정기열 중국 칭화(淸華)대 초빙교수와 면담에서 현대그룹의 금강산 관광 독점권 효력 취소 결정과 관련해 "시설을 비워놓으면 다 망가져 금강산 관광을 우리 쪽에서라도 시작해보자고 한 것"이라며 "물론 남측이 시작할 때까지다"라고 밝혀 이번 조치가 한시적 조치일 수 있음을 시사한 바 있다.
