DP walks out on agreement to ratify FTA with EU

Giving into fierce resistance within the party and among other opposition groups, the DP backed away from its compromise with the Grand National Party to ratify the Korea-EU free trade agreement yesterday, leaving ruling party lawmakers pacing nervously around the National Assembly last night wondering when - and how - the pact would get ratified.

“The protection measures for farmers and small store owners who will suffer losses [after the FTA takes effect] are insufficient,” DP Chairman Sohn Hak-kyu was quoted as saying by spokesman Lee Chun-seok at a DP lawmakers’ meeting yesterday. “We have no choice but to back out of our agreement with the Grand National Party to approve the FTA.”

Floor leaders of the DP and GNP agreed on Monday to ratify the deal yesterday.

Sohn said he wanted to walk away from his agreement with the GNP because it didn’t include the views of smaller opposition parties.

Korea and the European Union have agreed to put the FTA into effect on July 1. It will lift most trade and tariff barriers between Korea and the EU. The European Parliament already approved the pact in February.

Ruling party lawmakers were trying to decide yesterday evening whether to use their majority in the National Assembly to pass the FTA. They’re cautious about doing so because such passages in the past have been termed “railroading” of bills, which has drawn criticism of the party for not trying to build consensus with the opposition and acting in a unilateral and arrogant way.

Agreeing to ratify the FTA with the GNP on Monday was Sohn’s first legislative decision after winning last week’s by-election in Bundang B District of Gyeonggi. His victory was considered a rebuke of the ruling GNP.

Sohn’s backing out of the agreement yesterday indicated that the DP chairman will put more value on his alliance with minority liberal opposition parties in the politically sensitive year ahead of next year’s legislative and presidential elections.

Cha Young, DP spokeswoman, said the largest opposition party does not fundamentally oppose the FTA with the EU, but first wants to do everything possible to protect Korean industries.

“It means that many lawmakers showed concerns and that compensation measures should be reinforced,” he said, “since we have more time until the date it is to be put into effect.”

Many liberal lawmakers from the DP as well as from the minority Democratic Labor Party and New Progressive Party have argued that the government’s plan to protect domestic agriculture and retail industries were too weak, demanding better compensation measures.

The Grand National Party, however, made clear earlier in the day that it would ratify the FTA as scheduled yesterday, even if it meant using its majority without opposition support.

Around 3:40 p.m., Grand National lawmakers entered the main chamber to await the DP’s final decision. They were still waiting as of 9 p.m.

반대의견 분출…한ㆍEU FTA 처리 합의파기

민주당이 4일 한ㆍ유럽연합(EU) 자유무역협정(FTA) 비준안 처리를 위해 소집된 국회 본회의를 1시간 앞두고 격론 끝에 한나라당과의 비준안 처리 합의를 번복했다.

`최선의 협상안`이라는 박지원 원내대표의 계속되는 설득에도 불구, 야권의 정책 연대, 중소상인 보호대책 미흡 등을 이유로 당내 회의에서 "처리 시기를 연기해야 한다"는 반대 의견이 잇따라 터져 나왔기 때문이다.

특히 이날 오전 1시간30분가량 비공개로 진행된 최고위원회에서는 9명 중 이번 협상을 진행한 박 원내대표만 "합의대로 처리해야 한다"고 밝힌 것으로 알려졌다.

나머지 최고위원 중 손학규 대표는 찬반 입장을 표명하지 않았지만 정동영 정세균 천정배 박주선 조배숙 의원 등은 강하게 합의에 대해 비판한 것으로 전해졌다.

전날 트위터에 "여야 합의를 뒤집겠다"며 각오를 밝혔던 정동영 최고위원은 최고위 후 기자들과 만나 "이 비준안은 당의 정체성과 야권 연대의 파괴"라고 성토했다.

박주선 최고위원은 최고위에서 "합의대로 기업형 슈퍼마켓(SSM) 입점 규제를 강화해도 한ㆍEU FTA가 발효하면 결국 사문화된다"며 반대한 것으로 알려졌다.

이어진 비공개 의원총회에서는 찬반이 팽팽히 맞섰다. 소속 의원(86명) 중 4분의 1에 해당하는 23명이 발언, 이 중 각각 10명이 찬성과 반대입장을 밝혔으며 3명은 입장 표명을 유보했다.

유선호 김재균 문학진 의원 등은 "야권 통합ㆍ연대를 염두에 두고 보폭을 같이해야 한다", "4.27 승리는 야당다운 야당을 하란 의미"라며 처리 시기 조정을 요구했다.

반면 손 대표와 가까운 정장선 김동철 신학용 의원 등은 "한나라당이 강행처리할 경우 막을 방법이 없다", "협상안에 재래시장 상인들은 환영하고 있다"며 이날 본회의에서 처리해야 한다고 주장했다.

박 원내대표는 "이 정도 얻어냈으면 다소 야권 연합ㆍ연대에 섭섭함이 있더라도 처리해야 한다"고 재차 주장했다.

이에 따라 의총장에서는 표결하자는 의견도 나왔지만, 손 대표가 "지금 이 상태로 통과시켜주기는 어렵다"고 합의파기를 선언하면서 4시간 동안 진행된 의총이 일단 마무리됐다.

민주당은 이후 다시 의원을 소집, 한나라당이 일방처리를 시도할 경우 대응방안에 대해 논의했으며 야권 차원의 공동 대응을 위해 박 원내대표가 민주노동당 이정희 진보신당 조승수 대표 등과도 면담했다.

정치권에서는 민주당이 이번 FTA 합의를 번복한 것을 두고 당내 노선 갈등으로 보는 시각이 적지 않다. 4ㆍ27 분당을 보궐선거 승리로 손 대표가 상승세를 타자 정동영 최고위원 등 비주류 진영이 FTA와 맞물린 선명성과 야권 연대를 무기로 견제에 나섰다는 것이다.

이런 이유로 의총장 안팎에서는 "최고위원들이 일을 저지르고 의원들만 고생시킨다"는 볼멘 소리도 나왔다. 일각에서는 "13일 임기 종료전 한 건 하려고 한 것 아니냐"며 박 원내대표를 비난하는 목소리도 나왔다.

이와 함께 당내에서는 이번 FTA 사태로 재보선 승리에 따른 지지율 제고 효과가 반감될 것이라는 우려도 나왔다.
