Obama looks for envoy with clout for Korea

WASHINGTON - The Obama administration has decided to appoint a political heavyweight as U.S. ambassador to Korea, a Washington source told the JoongAng Ilbo Monday.

“A decision has been made at the White House’s initiative that a political figure will be appointed as a replacement for [current Ambassador] Kathleen Stephens and the Department of State is working on it,” a diplomatic source in Washington told the JoongAng Ilbo.

The source said it is likely that Stephens will finish her term in Seoul in August and her replacement will be announced by the State Department as early as this month. The U.S. embassy in Seoul said there was no official announcement about Stephens’ plans.

The source said Joe Donovan, a deputy assistant secretary of state, had been considered as a replacement for Stephens, but career diplomats have been excluded from consideration.

In the past, Washington’s emissaries to Korea were career diplomats. If that changes, it will reflect Korea’s growing role in East Asia and Korea’s desire to be dealt with as a more important ally, political observers said.

Washington’s ambassadors to Japan and China have mostly been political heavyweights with the clout to deal directly with the White House.

According to other diplomatic analysts, James Leach, a former 10-term congressman who once served as chairman of the House of Representatives Subcommittee on Asia and the Pacific, is being mentioned as a possible candidate.

Sung Kim, Washington’s special envoy to the six-party talks on North Korea’s denuclearization, was once mentioned as a possible candidate, but it’s likely he will be appointed ambassador in a Southeast Asian country, sources said.

Washington’s readjustment of Korea’s weight was suggested in the appointment of Sydney Seiler as new U.S. National Security Council Asia policy director last month. Seiler worked at the CIA for 30 years, mostly dealing with North Korea issues, before moving to the Office of the Director of National Intelligence in 2007.

버락 오바마(Barack Obama) 미국 대통령이 캐슬린 스티븐스(Kathleen Stephens) 주한 미국대사 후임에 직업 외교관 출신 대신 중량감 있는 정치적 인사(political appointee)를 기용할 것으로 전해졌다. 국무부는 이에 따라 의회 경험이 있는 정치인을 비롯해 다양한 인물을 검토 중이며, 이르면 이달 중 인선 내용을 발표할 것으로 알려졌다. 스티븐스 대사는 올 8월 대사직에서 물러날 예정이다.

　최근 미 당국 고위 인사와 접촉한 워싱턴 외교소식통은 9일 “백악관의 주도로 스티븐스 대사 후임에 정치적 인사를 기용한다는 방침을 정하고, 국무부가 이를 위한 작업을 진행 중”이라며 “이르면 이달 중으로 예정된 미 국무부의 해외 대사직 인선 때 함께 발표될 것”이라고 말했다. 소식통은 이어 “당초 기용이 유력시됐던 조 도노번(Joe Donovan) 국무부 동아태 수석 부차관보 등 외교관 출신들은 1차 후보군에서 배제됐다” 고 전했다.

　미국의 이 같은 입장은 동아태 지역에서 역할과 비중이 더욱 커진 한국의 위상, 그리고 백악관과 신속한 의사소통이 가능한 중량감 있는 대사를 원하는 한국인들의 정서를 감안한 것으로 관측된다. 미국은 그동안 대사 인선에서 대체로 중국과 일본에는 정치적 인사를 보내고, 한국에는 고참 외교관을 보내는 관행을 보여왔다. 오바마 대통령은 지난 3월 존 헌츠먼 주중대사 후임에 게리 로크 상무장관을 지명한 바 있다.

　문제는 한반도 문제에 정통한 ‘헤비급 인사’가 있느냐는 점이다. 국무부 주변에서 인선에 어려움을 겪고 있다는 이야기가 흘러나오는 이유다. 이와 관련, 한 소식통은 적합한 인사 중 하나로 미 하원 외교위 동아태 소위원장을 지낸 짐 리치(Jim Leach·68) 전 의원을 거명했다. 리치는 1977~2006년 30년 동안 하원에서 활약하며 한반도 문제에 깊숙이 관여했다. 공화당 소속이지만 지난 대선 때 오바마를 지지해 2009년 8월부터 국립인문학기금(NEH) 의장으로 일하고 있다.
