British Embassy offers program for defectors

The British Embassy in Seoul said yesterday it is beginning a support program for North Korean defectors to help the growing number of settlers from the communist regime assimilate to the capitalist South.

Named “English for the Future” for its focus on English education, the program will provide one North Korean with a one-year scholarship for postgraduate study in the U.K., the embassy said.

Forty-seven others will be given free English education for one year at the British Council in Seoul starting next month, it said.

Last year, the embassy enrolled 10 North Korean defectors in a free English course at the British Council as a test of the program.

“We have noticed that English language ability can be a real barrier for ‘new settlers’ who strive to access the good jobs and higher education opportunities that South Korea has to offer,” the British Ambassador to Seoul, Martin Uden, said in a statement.

“That’s why we have decided to launch the ‘English for the Future’ program, in partnership with a number of Korean and British organizations, to provide scholarships and internships for North Korean new settlers.”

Also under the program, nine others will receive a three-month internship at partner organizations in the summer. The embassy said it aimed at helping address the lack of on-the-job-training. Several organizations, such as the Pony Chung Foundation, LG Corporation and Korea Investment and Securities, will provide internships or other assistance, the embassy said. The 57 beneficiaries of the program this year have been selected, including O Se-hyeok, 34, who will enroll in a masters program in the U.K. in September, the embassy said.

The cumulative number of North Koreans who have defected to the South stood at around 21,300 as of the end of last month, Unification Ministry data showed.

탈북 오세혁씨 英석사과정 첫 장학생에 뽑혀

주한英대사관, 탈북자 영어교육 지원 프로그램도 출범

주한영국대사관(대사 마틴 유든)은 17일 탈북자 1명을 뽑아 1년간 영국 석사과정 유학을 지원하는 외무부 쉐브닝 장학금 수혜자로 오세혁(34)씨를 선정했다고 밝혔다.

장학생 선발 절차를 거쳐 장학생으로 선정된 오씨는 오는 9월 영국으로 유학해 1년간 현지에서 석사과정을 이수하게 한다.

황해도 해주 출신으로 1999년 탈북해 2002년 국내에 입국한 오씨는 "영국에서 새로운 환경에 적응해야 한다는 점 때문에 부담감도 적지 않다"며 "하지만 주위의 기대에 부응하기 위해 열심히 노력할 것"이라고 말했다.

또 대사관은 이날 오후 6시 서울 정동 대사관저에서 `북한이탈주민을 위한 영어프로그램 출범식(English for the Future Programme)`도 개최한다.

통일부와 영국문화원 등 11개 기관과 업체 후원으로 운영되는 이 프로그램은 대사관이 선발한 18세 이상 탈북자 50명에게 6월부터 1년간 영국문화원에서 무상으로 영어교육을 시행한다.

이 가운데 10명은 국내 후원기업 4∼5곳에서 3개월간 인턴십 프로그램 참가 기회도 얻는다.

마틴 유든 주한영국대사는 "북한이탈주민의 영어 능력이 정착에 장애가 되는 것을 알게 돼 한국과 영국의 여러 후원 파트너와 함께 장학금과 인턴십을 제공하는 프로그램을 시작하게 됐다"며 "탈북자들의 고등교육기관 진학과 전문직 취업을 돕기 위해 프로그램을 확대해나갈 계획"이라고 말했다.
