Lee and GNP leader debate conservative policy

President Lee Myung-bak’s first meeting with the ruling party’s new floor leader apparently ended in a bitter mood as the two men clashed over the party’s conservative policy.

Lee warmly greeted Hwang Woo-yea, the reformist who was recently elected the Grand National Party’s new floor leader, at a breakfast meeting at the Blue House yesterday morning.

But according to sources, after both sides were seated, President Lee said the new GNP leadership shouldn’t be swayed by the opposition parties’ political philosophies and it should adhere to the GNP’s conservative values.

Political observers said Lee’s remarks appeared to criticize moves by the new GNP leadership to challenge the party’s conservative ideology by pushing for more welfare spending and trying to repeal tax cuts for the rich and large conglomerates - the kind of policies usually championed by the liberal parties.

Tax cuts for high-income individuals and big companies was one of President Lee’s flagship policies that brought him victory in the 2007 presidential race.

But his tax plan met resistance from both the opposition and some members of his own party as they complained the cuts only benefit the rich.

Lee was quoted as saying by GNP spokeswoman Bae Eun-hee that the GNP shouldn’t follow opposition parties’ political values and maintain its philosophy when dealing with matters like tax cuts.

“If the GNP pushes its policies consistently, the party’s approval rating will recover naturally,” Lee was quoted as saying, according to several sources.

They explained that Lee emphasized that being consistent with the party’s values is important because if the party is swayed by popular policies it will lose its identity and, as a result, disappointed GNP supporters would turn away. If the GNP sticks to its fundamental philosophy, Lee predicted the party will regain support.

Hwang, however, signaled during the meeting that he will push vigorously to repeal Lee’s tax cuts for the rich.

Hwang told Lee that “the new leadership will focus on devising welfare policies for college tuition, job creation, child care, social security for retirees and housing problems for the lower-middle class.”

Hwang said on May 9 that the new leadership would use money from the scrapped tax cut and funds left over from last year’s budget to spend on welfare policies for middle class.

The current law states that income taxes will be cut from 35 percent to 33 percent, while the 22 percent corporate tax rate for companies with more than 200 million won ($185,000) in taxable profits would be cut to 20 percent starting next year. Repealing the tax cuts would require National Assembly approval.

According to sources, President Lee also stressed to Hwang the need to quickly ratify the Korea-U.S. free trade agreement bill pending in the National Assembly, but Hwang didn’t give Lee a definite response. Sources said Hwang replied to Lee saying he needs to discuss the FTA with Nam Kyung-pil, head of the National Assembly’s Foreign Affairs, Trade and Unification Committee.

Political observers said Hwang sent a clear message to Lee that the GNP will not be a rubber-stamp for the president anymore.

“Lee said the GNP should stand in the center and keep its policies consistent even if opposition parties lash out at them,” Bae said.

이명박 대통령은 20일 “당이 기본가치를 지켜나가면서 중심을 잡고 정책을 일관되게 추진해달라”고 요청했다. 한나라당 ‘신주류’인 황우여 원내대표와 이주영 정책위의장 등 새 지도부와의 첫 청와대 조찬회동에서다. 이 대통령의 언급은 소득세·법인세 감세, 한·미 자유무역협정(FTA) 비준안 처리에 대해 여당에 협조를 당부한 것이었다. 그러나 당 지도부 태도는 과거와 사뭇 달랐다.

황 원내대표와 이 정책위의장은 정부의 정책인 감세에 반대한다는 뜻을 밝혔다. 두 사람은 FTA 비준안 처리 문제에 대해서도 ‘6월 국회 처리’를 못 박지 않는 등 유보적이고 신중한 태도를 취했다. 이를 두고 당에선 “당이 청와대를 위한 ‘거수기’ 역할은 더 이상 안 한다는 메시지를 전달한 셈”이란 평가가 나왔다.

복수의 참석자에 따르면 이날 이 대통령은 “한나라당이 인기 위주 정책으로 ‘왔다 갔다’ 하면 안 된다. 당장 욕을 먹더라도 감세 같은 건 당의 기본가치를 지켜나가면서 일관되게 추진해야 한다. 그래야 지지세력이 돌아온다”는 취지의 발언을 했다. 황 원내대표, 이 정책위의장 등 신임 지도부가 그간 ‘감세 철회와 10조원 서민복지’를 강조한 걸 ‘인기 위주 정책’이라고 지적한 것처럼 들릴 수도 있는 발언을 한 것이다.

이에 감세 철회론자인 이 정책위의장은 “당내에서 감세 철회에 대한 논의가 많다. (30일) 의원총회를 열어 의견을 수렴해 결정하겠다”며 맞서는 모양새를 보였다. 그는 청와대 회동이 끝난 뒤에도 기자에게 “법인세와 소득세 모두 최고구간(각각 과표소득 연 2억원과 8800만원 이상) 감세를 철회해야 한다는 소신에 변화가 없다”고 했다. 황 원내대표는 이 대통령 앞에서 “등록금과 일자리, 육아, 전·월세, 퇴직 후 복지 등 생애주기형 정책 접근을 하겠다”며 서민 복지를 강조했다.

한·미 FTA 비준안 처리와 관련해서도 당 지도부는 청와대가 원하는 답을 주지 않았다. 이 대통령은 “FTA 비준안은 (현 정부가 아니라) 야당 시절에 하겠다고 약속했던 것이니 반드시 해야 한다. (추가협상에서) 의약부문에 상당한 성과가 있었고 미국 의회도 7월께 비준이 될 거다”고 말했다. 청와대 정진석 정무수석은 회동 말미에 “6월 국회에서 상정만이라도 되게 해 달라”고 당 측에 부탁했다. 이에 대해 황 원내대표는 “(신주류의) 남경필 국회 외교통상통일위원장과 상의해 보겠다”고만 답했다. 황 원내대표는 비준안 처리와 관련해 그간 수차례 “(국회에서) 몸싸움은 하지 않겠다”고 말한 바 있다. 회동 이후 청와대에선 “FTA 비준안의 6월 국회 상정에 당·청이 합의했다”고 밝혔으나 당은 “야당과 상정 문제를 협상하겠다는 것이지 합의한 건 아니다”고 했다.
