U.S. officials in North to assess need for food aid

A team of U.S. officials arrived in North Korea yesterday, the North’s official media said, in a trip intended for consultation on “humanitarian issues” between the two longtime foes.

The delegation, led by Robert King, special U.S. ambassador on North Korean human rights, departed from Beijing hours earlier to arrive in North Korea, where it seeks to clarify doubts about Pyongyang’s persistent appeals for food aid.

Diplomatic sources in Seoul said King is scheduled to leave North Korea on Saturday while some members of his team will stay next week for a deeper look into food shortages in the impoverished nation of 24 million people.

The Korean Central News Agency, Pyongyang’s main mouthpiece, said in a single-paragraph report that the team arrived in the North Korean capital “by air to consult humanitarian issues” between the sides.

The trip, purely a fact-finding mission according to the U.S. Department of State, comes as North Korean leader Kim Jong-il is in China for his third visit in just over a year and tours economic hubs there.

U.S. food aid to the North was suspended in March 2009 amid heightened tensions over Pyongyang’s nuclear and missile tests, and controversy over the transparency of food distribution.

Washington pledged in 2008 to provide 500,000 tons of food, but delivered only 169,000 tons before the shipments were suspended. The United Nations appealed for 430,000 tons of food earlier this year.

24일 방북하는 미국의 북한식량평가팀이 내달 초까지 식량 수요조사를 벌일 것으로 알려졌다.

복수의 외교소식통은 이날 "로버트 킹 미국 대북인권특사가 이끄는 식량평가팀이 북한에서 여러 그룹으로 나눠 활동할 것으로 안다"면서 "킹 특사는 28일까지 평양에 머물고 전문가 그룹은 지방에서 다음달 2일까지 조사활동을 진행할 것 같다"고 밝혔다.

방북팀은 킹 특사, 국무부 산하 국제개발처(USAID) 해외재난지원국의 존 브라우스 부국장 등을 포함해 8명 정도로 구성됐고 중국 베이징에서 항공편으로 평양에 들어갈 것으로 전해졌다.

킹 특사와 브라우스 부국장 등은 평양에서 북한 외무성의 리근 미국국장을 비롯한 당국자들을 만나 분배모니터링 문제 등을 협의할 것으로 보인다.

또 식량전문가들은 별도 일정에 따라 내달 2일까지 북한 자강도와 함경남도 지역을 방문할 것으로 전해졌다.

미국 정부는 킹 특사의 방북 이후 한국 정부와 협의를 거쳐 대북식량 지원 재개 여부를 결정할 방침이다.

미국의 식량지원 재개는 교착상태인 한반도 정세가 대화 국면으로 이동하는 데 탄력을 줄 것으로 예상돼 주목된다.
