장학금

광학보(廣學寶)는 고려 시대 장학재단이다. 정종이 불법(佛法)을 장려하기 위해 설립했다. 무상(無償)은 아니다. 미곡 15두(斗)에 연 이자가 5두다. 연리 33%로, 사실상 고리대금업이다. 가난한 학생이 무슨 돈이 있으랴. 결국 집단으로 신용불량자가 되고, ‘배째라’ 식의 모라토리엄을 선언한다. 이에 ‘모자정식법(母子偵息法)’을 만든다. 이자가 원금을 넘지 못하게 한 것이다.

세월이 흘러도 양상은 그대로다. 마치 한국장학재단의 원형(原型) 같다. 학자금대출로 신용불량 대학생이 급증할 판이란다. 연리 4.9%로 낮다지만, 그거야 돈놀이하는 입장에서다. 그냥 주는 ‘대장금(대통령장학금)’을 내세우나 일반 학생에겐 언감생심(焉敢生心)이다.

ⓑ has not → hasn’t 강조하거나 공식적인 항상황이 아니면 ‘not’은 축약형으로 하는 것이 일반적
ⓒ College and university students → Students 불필요한 표현 삭제
ⓓ 4.9 percent annual interest rate → a 4.9 percent annual interest rate 여러 이자율 중에 하나로 볼 수 있으므로 부정관사 a 사용
ⓔ very low → low 아주(very)라고 표현하는 것은 너무 주관적임
