South insists pact stands on Kumgang

The South Korean government is adamant North Korea must abide by the law and the contracts between Pyongyang and South Korean contractors for the Mount Kumgang resort, after North Korea announced last Friday it would dispose of South Korean assets at the resort.

“The government believes North Korea should uphold the agreements made with the South Korean government and the contracts signed with businesses regarding tourism at Mount Kumgang,” said Chun Hae-sung, spokesman of the Ministry of Unification yesterday.

The South Korean government has not made a decision whether to comply with the North’s demand that the contractors and others involved in South Korea’s investments in the mountain resort cross the border by June 30 to “settle” the assets it has either seized or frozen.

Chun said yesterday during the press briefing that government officials would gather the opinions of those who have assets in the North and also other officials from related government bureaus before deciding what action to take.

The act follows the North’s decision to open the mountain resort to outside investment, including China, earlier this month.

정부, 주초 '北 금강산 재산정리' 대책 협의

北 입회요구..민간만 보내는 '분리대응' 검토
통일부는 북한이 금강산지구 내 남측 재산을 정리하겠다며 남측 당사자들에게 오는 30일까지 들어오라고 요구한 데 대해 이번 주 중으로 관련 민간기업들과 협의를 진행할 예정이다.

통일부 당국자는 20일 "북측의 요구에 대한 민간 투자기업들의 의사를 들어볼 필요가 있다"면서 "이번 주 중으로, 이르면 주초에 관련 기업들과 협의를 진행할 것"이라고 말했다.

이 당국자는 "현재로서는 정부를 비롯해 민간 사업자들이 금강산지구에 갈지 안갈지 방향성을 설정하지는 않은 상태"라고 설명했다.

그러나 정부 내 일각에서는 정부는 가지 않고 민간만 보내는 '분리 대응'을 신중하게 검토하는 것으로 알려졌다.

금강산지구 내에는 지난해 북측이 몰수한 정부ㆍ한국관광공사 소유의 이산가족면회소, 소방서, 문화회관, 온천장, 면세점 등이 있다.

북측이 동결한 민간소유의 자산으로는 금강산호텔ㆍ외금강호텔(현대아산), 온정각 동ㆍ서관(현대아산ㆍ관광공사 공동소유), 금강산패밀리비치호텔ㆍ고성항횟집(일연인베스트먼트), 금강산 아난티 골프ㆍ스파리조트(에머슨퍼시픽) 등이 있다.

금강산지구 투자기업에는 이들 시설 소유자 외에 임대사업자도 있다. 지난해 북측이 자산 동결ㆍ몰수를 통보할 당시 30여 개 남측 사업자들이 참석했었다.

정부는 지난해 "북측의 자산 몰수를 인정할 수 없다"며 북측의 현장 입회 요구에 응하지 않았다.

이에 따라 이번 북측의 요구에 대해서도 민간 사업자들은 올려 보내고 정부는 무대응으로 일관할 가능성이 있다.

전문가들은 북측의 '재산 정리' 언급과 관련, 관광재개를 압박하기 위해 동결ㆍ몰수한 남측 자산을 북측이나 제3자가 이용할 수 있도록 하는 조처를 하거나 제3자에게 매각하는 조치를 염두에 둔 것 아니냐는 관측을 하고 있다.
