New USFK commander: Lots of field experience

In March, when Gen. James Thurman, 58, was nominated to be the next top American military commander in Korea, the foreign press took notice of Thurman’s field experience.

Unlike Walter Sharp, the current commander of the U.S. Armed Forces in Korea, or Burwell Bell, the former commander, Thurman is known to be more of a field commander, who has commanded at all levels from company to division.

Thurman has also fought twice in Iraq. Sharp and Bell, on the contrary, are strategists who have had a series of assignments at the Pentagon on the Joint Chiefs of Staff. The foreign press reported that Thurman’s nomination as the next commander of U.S. forces in Korea comes at a time of significant change and simmering tension on the Korean Peninsula.

The Korean press also reported that the Korean government and military officials have taken note of Thurman’s combatant style. A military official said, “Gen. Thurman is being evaluated from one aspect that his nomination is one that considered possible provocations from the North.”

At last month’s Senate Armed Services Committee confirmation hearing, Thurman’s combatant inclination was evident.

“Kim Jong-un’s youth and inexperience increase the likelihood of miscalculation, as does the imperative for him to establish credibility with the military hardliners he needs to support succession,” Thurman said. “These factors make him less predictable in the near term.”

Thurman also said, “A significant challenge is to understand the regime of Kim Jong-il and attempt to determine its intent. The alliance must deter attack, break the cycle of North Korean provocation and remain ready to defend if deterrence fails.”

However, concerns about Thurman’s combatant style were also voiced. A spokesman of the Democratic Labor Party in Korea issued a statement after Thurman was named, saying: “A typical combatant Gen. Thurman, who took the lead in attacking Iraq, is especially a renowned commander in battle fields. And such a general coming to Korea to become the commander of the U.S. Forces in Korea implies the America’s blunt militarism.” He called for Thurman’s nomination to be withdrawn.

Thurman’s field experience is lengthy. In 1981, after completing the Armor Officer Advanced Course at the United States Armor School in Fort Knox, Ky., Thurman attended the AH-64 Aviator Qualification Course at the United States Army Aviation Center at Fort Rucker, Ala. He served as executive officer in the 3rd Squadron of the 6th Calvary Brigade at Fort Hood, Texas.

During the Gulf War, Thurman contributed to driving Saddam Hussein’s troops out of Kuwait. Thurman was responsible for coalition operations in Baghdad in 2006.

지난 3월 제임스 서먼(James D. Thurman·58) 미 육군 전력사령관(대장)이 주한미군 사령관에 지명됐을 때 외신들은 그의 경력을 주목했다. 월터 샤프(Walter L. Sharp) 현 주한미군 사령관이나 버웰 벨(Burwell Bell) 전 사령관과 달리 미 육군의 소대부터 군단까지 각급 부대를 모두 지휘한 데다 두 차례의 이라크전에 참전했기 때문이다. 샤프·벨 사령관은 국방부와 합참의 요직을 두루 거친 전략통이다. 외신들은 서먼 지명에 대해 “한반도 안보 취약 시기에 주목되는 전투형 사령관”이라고 했다. 우리 정부와 군 당국자들도 그의 야전성을 주목했다고 한다. 군 관계자는 “서먼 사령관은 북한의 도발 억지에 맞춘 인사로 평가되는 측면이 있다”고 말했다.

　지난달 28일 미 상원 군사위원회의 인준 청문회에서도 서먼 사령관의 성향은 그대로 드러났다. 그는 청문회 답변에서 “북한 정권의 붕괴 가능성에 대비해야 한다”며 “젊고 경험 없는 후계자 김정은이 군부 강경파들의 신임을 얻으려 하면서 오판할 가능성도 크다”고 말했다. 이어 “김정일 정권의 도발 주기를 끊어야 한다”고 했다. 북한 권력 승계 과도기에 대비하려는 인사가 아니냐는 얘기가 나오는 이유다. 지난 3월 서먼 사령관 지명 직후 민주노동당 우위영 대변인이 관련 성명을 냈을 정도다. “전형적인 야전 전투형 인사로 알려진 서먼 지명자는 이라크 침공을 진두지휘한 당사자로 전쟁터에서 명성이 높은 사람이다. 그가 한미연합사령관으로 온다는 것은 미국의 노골적 호전의지”라며 지명 철회를 촉구했다.

　그의 야전 경력은 화려하다. 1981년 켄터키주의 기갑장교 코스를 마친 뒤 앨라배마주의 미 육군항공센터에서 아파치헬기(AH-64) 비행자격증을 따고 공수부대 장교로 일했다. 1차 걸프전 때인 89~91년 사막의 방패·폭풍 작전에 참가해 후세인의 이라크 군대를 쿠웨이트에서 철퇴시키는 데 일조했다. 이라크전이 발발한 2003년엔 1년간 연합구성군 전력을 총지휘했고, 2006년 제4보병사단장일 땐 다시 파견돼 이라크 안정화 작전을 펼쳤다. 후세인 체제의 이라크엔 제1의 공적이었던 셈이다.

　ROTC 과정을 통해 75년 소위로 임관한 서먼 사령관은 미국에서 손꼽히는 군인 가족이기도 하다. 할아버지가 제1차 세계대전에, 아버지와 3명의 삼촌이 제2차 세계대전과 한국전쟁에 참전했다. 형은 베트남전 참전용사다. 서먼 사령관은 2004년 한 인터뷰에서 “군인이 된 이유는 애국심 충만한 가정에서 자랐기 때문”이라고 했다.

　서먼 사령관은 오는 14일 서울 용산 주한미군사령부에서 취임식을 치른다. 임기는 3년으로, 한미연합사령관과 유엔군사령관을 겸직한다.
