Progress on FTA in U.S.

WASHINGTON - The U.S. Congress on Thursday took a step forward in the long-overdue process of ratifying a major trade pact with Korea, as key committees backed a draft implementing legislation.

In a “mock” mark-up, the Democrat-controlled Senate Finance Committee voted for the free trade agreement (FTA), signed in 2007, with the renewal of an expensive pro-workers program, despite Republican members’ opposition. Republicans support the FTA itself but disapprove of the Trade Adjustment Assistance (TAA) program, aimed at helping workers adversely affected by trade.

The House Ways and Means Committee had a separate hearing and endorsed the bill on the the Korus FTA. The TAA issue was excluded in the draft bill of the House committee, dominated by Republicans.

The agreements at the mock markups are not binding, and are only intended as a recommendation to President Barack Obama. It is uncertain when Obama will submit the bill to Congress. It is also unclear whether he will continue to attach the controversial TAA to the Korus FTA. His priority is apparently a deal in federal debt-limit talks.

Republican senators remain critical of the connection between the TAA and the FTA.

“Placing the TAA spending program in the South Korea bill was not an acceptable outcome,” said Sen. Orrin Hatch (R-Utah), the senior member of the committee.

Sen. Max Baucus (D-Mont), chairman of the committee, emphasized it is Obama’s call. “It’s up to the president what he sends up,” he said. Obama is pushing to get trade deals with Korea, Colombia and Panama ratified in a package before Congress enters its summer recess on Aug. 5.

Meanwhile, Korea’s ruling Grand National Party (GNP) is also seeking to pass its country’s own bill on the FTA next month, while the main opposition Democratic Party demands more time for further discussions.

Congress holds such mock markups under the Trade Promotion Authority Act, also known as “fast track” procedures, so that related committees can recommend to the administration the provisions that should be included in the final version of bills. But any agreed-upon amendments are nonbinding and may only be sent back to the White House for consideration.

백악관도 연계법안 못박지 않아..정치적 절충 모색할 듯
존 베이너 미국 하원의장은 8일 한미 자유무역협정(FTA)을 비롯, 3개 FTA 이행법안과 무역조정지원(TAA) 연장안은 각각 별개의 안건으로 처리돼야 한다고 강조했다.

공화당 소속인 베이너 의장은 이날 의회에서 기자들과 만나 "하원은 3개 FTA 이행법안을 TAA 법안과 분리해서 처리할 것"이라며 "대통령과 백악관에도 TAA는 그 자체로 별개 법안으로 다뤄져야 한다는 입장을 분명히 전했다"고 밝혔다.

베이너 의장은 "하원은 4개의 별개 안건을 처리할 수 있기를 기대하며, 백악관이 우리의 충고를 경청하기를 희망한다"고 말했다.

베이너 의장의 입장은 백악관이 TAA 법안처리를 보장받기 위해 민주.공화 양당으로부터 광범위한 지지를 받고 있는 한미FTA 이행법안에 TAA를 묶어 단일한 패키지 법안으로 제출하는 전술을 채택하지 말라는 촉구성 발언이다.

실제로 민주당이 다수당인 상원 재무위는 전날 모의 축조심의를 통해 TAA를 한미 FTA 이행법안에 포함시킨 권고안을 채택했다. 반면 공화당이 다수당인 하원 세입위는 TAA가 포함되지 않은 한미 FTA 이행법안 권고안을 가결했다.

TAA를 한미 FTA 이행법안에 포함시킬 경우 TAA도 FTA 법안과 마찬가지로 수정없이 가결 또는 부결 결졍을 내려야 하는 '패스트 트랙' 절차 적용을 받게되기 때문에 백악관이나 민주당이 선호하는 방안이다.

그러나 공화당 측, 특히 상원 공화당 지도부가 TAA의 내용에 대해 반대하고 있기 때문에, 민주.공화당 어느 쪽도 비준동의에 이견이 없는 한미FTA 이행법안과 백악관이 희망하는 TAA 처리를 위한 정치적, 입법기술적 묘안을 놓고 막후절충이 이뤄지고 있다.

백악관은 만약 상원에서 TAA 연장법안이 FTA와 분리돼 있더라도 통과될 수 있다는 정치적 보장을 받고 찬성표에 대한 계산이 분명해질 경우, 베이너 의장의 요구대로 3개 FTA 이행법안과 TAA 연장안을 분리시켜 각각 별개의 안으로 제출할 가능성이 있다는 관측이다.

제이 카니 백악관 대변인은 이날 정례브리핑에서 한미 FTA 이행법안과 TAA 연장안을 연계한 패키지 법안 제출 여부에 대한 질문을 받고 "TAA는 수년동안 민주.공화 양당 의원들로부터 지지를 받아왔다"는 입장을 되풀이하며 구체적인 답변을 피했다.

TAA가 초당적 지지를 받고 있다는 점을 강조한 카니 대변인의 입장은 상원 공화당은 물론 하원 공화당까지 받대하는 '한미 FTA-TAA 패키지 법안' 제출의 길을 택하지 않고 정치적 절충을 통한 여러 가능성을 열어놓겠다는 태도를 나타낸 것으로 해석된다.
