Indian president seeks closer ties

Aimed at expanding Korean-Indian ties, President Pratibha Devisingh Patil of India is in Korea on a state visit from yesterday until Wednesday at the invitation of President Lee Myung-bak, the Blue House said.

Lee and Patil will hold a summit today to discuss the two countries’ common interests in diplomacy, security, economy, trade and cultural exchanges. They will also discuss regional and international cooperation.

A signing ceremony for a civil nuclear agreement between Korea and India will also take place at the end of the summit, the Blue House said.

The pact is expected to pave the way for Korea to export nuclear power plants to the energy-hungry country, which hasn’t budged from a plan to greatly expand its nuclear power capacity despite the ongoing nuclear crisis in Japan.

India currently operates 19 reactors and plans to build 40 more by 2032.

Korea will be India’s ninth partner in nuclear cooperation. Russia, the United States, France and Canada are among the state’s earlier partners.

“The bilateral cooperative relationship has been improving greatly after the two countries upgraded their ties to a strategic partnership and the Comprehensive Economic Cooperation Agreement took effect in January of last year,” said a senior Blue House official.

“We have a high expectation that this visit will further bolster the expanding ties between Korea and India.”

During her trip, Patil will meet with National Assembly Speaker Park Hee-tae and visit the research complex of Samsung on Tuesday.

Patil, 76, is the first female president of India. Her inauguration was in 2007, succeeding Dr. A.P.J. Abdul Kalam.

Known for her philanthropy, she has established education institutes with her husband. She also established the Shram Sadhana Trust, which operates hostels for working women.

A member of the Indian National Congress, Patil won her first election at the age of 27 in 1962, becoming a member of the Jalgaon Assembly.

During her career, she served as a member of the Parliament and governor of Rajasthan.

Patil today will lay flowers before a bronze bust of renowned Indian poet Gurudev Rabindranath Tagore.

The statue was unveiled in May in Daehangno, Seoul, to mark the 150th birthday of the first non-European to win the Nobel Prize for Literature.

In Korea, the poet is respected for his 1929 poem, “The Lamp of the East,” which described his hope for Korea’s revival during the Japanese colonial period.

한국에 각별한 관심 보인 파틸 印 대통령
"이명박 대통령의 초청으로 아름다운 나라 한국을 처음 방문하게 돼 기쁩니다."

프라티바 파틸(76) 인도 대통령은 지난 22일 저녁(현지시각) 인도 대통령궁 접견실에서 연합뉴스와 한 단독인터뷰에서 이같이 한국에 대한 관심을 표명했다.

전통의상 사리를 차려입은 채 다소곳이 의자에 앉은 파틸 대통령은 이어 "한국과 인도는 불교를 매개로 하는 종교적, 문화적 유대관계가 끈끈한 친구"라고 강조했다.

절제되고 신중한 자세를 유지하면서 온화한 미소를 머금은 파틸 대통령은 특파원한테서 인사말을 듣자 곧바로 말문을 열고는 작지만 또렷한 목소리로 자신의 의견을 밝혔다.

전형적인 외유내강 스타일임을 짐작게 했다.

그러면서 이 대통령이 지난해 1월 인도 공화국 선포 60주년을 맞아 인도를 방문한 사실을 상기시켰다.

인도는 1950년 1월 26일 연방제와 민주주의를 뼈대로 하는 헌법이 발효됨으로써 영연방 자치령 지위에서 탈피, 공화국으로 재탄생했다.

인도는 이를 기념해 1975년부터 특별한 우호관계의 국가 정상을 주빈으로 초청해오고 있는데 이 대통령은 당시 주빈 자격으로 인도를 찾았다.

그래서 파틸 대통령의 이번 방한은 이 대통령의 인도 방문에 대한 답방성격도 지니고 있다.

그는 방한 이후 찾을 예정인 몽골에 대해서도 문화적 유대관계를 언급하기도 했다.

접견실에는 파틸 대통령의 출신주(州)인 인도 서부 마하슈트라 소재 아잔타 석굴에서 6세기경 만들어졌거나 그려진 불상과 힌두교의 시바신 그림 등이 비치돼 있어 파틸 대통령의 관심사를 느끼게 했다.

특히 힌두교의 대표적인 세 주신 가운데 하나인 시바신 그림은 6세기 경의 것이라고 믿기지 않을 정도로 잘 보존된 채 벽에 걸려 있었다.

파틸 대통령에 대한 의전은 생각했던 것보다 까다롭게 이뤄지지 않아 인도인의 '여유로움'을 느끼게 했다. 다른 행사에 참석한 대통령을 한동안 기다리는 동안 다과가 제공되고 자유롭게 이야기하는 분위기도 연출됐다.

다만, 대통령궁 1번 정문에서 접견실까지 가는 동안 여러 차례의 검문을 거쳤는데 그때마다 방문객 확인절차가 이뤄져 당국의 철저한 경비태세를 느끼게 했다.

이날 파틸 대통령 뿐만 아니라 접견실에 배석한 인도 외무부의 한 관계자도 한국에 남다른 관심을 나타냈다.

그는 출신주인 인도 동북부 마니푸르의 젊은이들이 한국 드라마와 영화에 열광하고 있다며 이들 사이에서 한국어를 모르면 시대에 뒤처지는 것으로 간주한다고 말했다.

실제로 인도 현지신문은 마니푸르 젊은이들이 부모나 가족들 몰래 사랑을 고백할 때 종종 한국어를 사용한다고 보도하기까지 했었다.

슬하에 딸과 아들 1명씩을 뒀다는 이 관계자는 또 "1년전 서울을 방문했을 당시 남산에서 바라봤던 아름다운 광경이 아직도 눈에 어린다"면서 그러나 한국의 10대 청소년들이 공공장소에서도 스스럼없이 애정을 표현하는 게 좋게 보이지만은 않았다고 말하기도 했다.

또 한국 사람들은 효율성이 뛰어나고 물건도 빨리 만들어 내지만 간혹 자신의 견해가 너무 확고해 다른 사람 의견을 쉽게 받아들이지 않는 경향도 있다고 꼬집었다.
