Referendum rift as Lee casts ballot

President Lee Myung-bak yesterday cast his absentee ballot for the Seoul referendum on the free school lunch program, appearing to support Mayor Oh Se-hoon amid indications of a rift in the ruling Grand National Party over the hot-button issue.

Saying that the public should exercise its right to vote, Lee and the first lady, Kim Yoon-ok, stopped by the absentee voting station in Jongno, central Seoul, to vote ahead of the president’s tour of Central Asia next week. The referendum is scheduled for Wednesday.

“Exercising the right to vote is a great privilege of a democratic country and is also a duty,” Lee said after voting. “I decided to participate to say that the public should express its opinions through voting.”

The referendum, sponsored by the Seoul Metropolitan Government, asks residents whether they would like to keep the city’s current plan, pushed through by the Democratic Party-controlled Seoul Metropolitan Council, to provide free meals to all students or whether they support a proposal from the mayor to provide free meals to only students in the bottom half of the income bracket.

If turnout is lower than 33.3 percent, the referendum is voided.

Asked which side he voted for, Lee laughed and said revealing his choice would be in violation of election law.

Lee’s vote appeared to implicitly show the president’s support for Oh, who has led the opposition against the city council’s “populist” policy. The Democrats have mounted a boycott of the referendum to drive down turnout, nullifying the ballot initiative.

The country’s liberal media, in turn, have said the president would be violating his duty to remain politically neutral if he encourages voting.

Meanwhile, the GNP saw signs of a rift over the referendum after a senior party leader yesterday voiced concerns about the party’s support for Oh, who is a member of the party.

“Whatever the outcome is, the GNP will be in a very troublesome position,” said Representative Yoo Seong-min, a member of the party’s Supreme Council. “It is desirable for the party to keep some distance from it.”

Yoo pointed out that Oh had never consulted with the party about the referendum and that it was hard for him to understand why the party was voluntarily stepping into such a political hot-button issue.

A key Park Geun-hye supporter, Yoo also expressed his displeasure toward Representative Na Kyung-won, a fellow Supreme Council member, who, in a recent media interview, criticized pro-Park and reformist lawmakers for not supporting Oh.

“According to the report, Na said that she thought Park would help but didn’t and that if [Oh] loses the referendum, the GNP may fail,” Yoo said. “If that’s true, why is the GNP supporting a unilateral decision of a mere mayor without having a single policy discussion on the issue?”

He also said that the GNP was inconsistent on the issue, pointing out that Gyeonggi provides free school lunches even though its governor, Kim Moon-soo, is a Grand National.

Yoo added that he did not want the referendum to be seen as a political issue, as Oh has linked the upcoming vote to his political fate by declaring that he would sit out next year’s presidential race. Oh’s decision was widely seen as an appeal to pro-Park lawmakers to support his position on the referendum.

Oh yesterday continued to seek the ruling party’s support. At a breakfast meeting with leaders of the GNP’s Seoul chapter, the mayor asked for their help in boosting voter turnout.

오세훈 “마음 합쳐 뛰자” 유승민 “이겨도 져도 곤란”

18일 오전 7시30분 서울 마포 가든호텔 2층 무궁화홀. 오세훈 서울시장과 한나라당 서울시당 당원협의회 위원장 40여 명이 모여 조찬 간담회를 했다. 무상급식 주민투표에 정치 생명을 걸다시피 한 오 시장에게 시당 차원에서 힘을 실어주고 지원 방안을 논의하기 위한 자리였다. 시당 측이 불참자는 당 최고위에 보고하겠다고 미리 주의를 줬기 때문에 대부분의 당협위원장이 모습을 나타냈다.

　된장국을 메뉴로 한 시간 동안 진행된 간담회에서 오 시장은 “투표 당일(24일)이 임시 공휴일이 아니고 휴가 기분이 가라앉지 않은 뜨거운 여름날이 될 것 같아 투표율이 높지 않을 것이란 걱정이 많다”고 말했다. 그럼에도 그는 “마음을 합쳐 일사불란하게 뛴다면 투표율 33.3%를 달성하는 게 그리 어려운 과제가 아니라는 확신을 가져달라”고 했다. 서울 동대문을 당협위원장인 홍준표 대표는 “합법적 주민투표에 대해 거부 운동을 벌이는 민주당은 공당의 자격이 없다는 생각이 든다”고 말했다.

　그러나 회의가 비공개로 전환되자마자 친박계 구상찬 의원이 발언을 신청해 “당 일각에서 이번 (지역구) 투표율을 총선 공천과 연계시키겠다는 말이 나오는데 이는 열심히 뛰고 있는 의원들의 소신을 폄훼하는 것 아니냐”고 불만을 터뜨려 분위기가 썰렁해졌다.

　더 큰 파열음은 오전 8시30분 국회에서 열린 당 최고위에서 나왔다. 친박계 유승민 최고위원은 전날 나경원 최고위원이 박근혜 전 대표 측이 주민투표를 돕지 않는다고 비판한 것을 거론하며 포문을 열었다. 유 최고위원은 “그동안 무상급식 문제로 정책 의원총회 한 번 연 적이 있느냐. 왜 당이 16개 광역단체장 중 한 명에 불과한 서울시장이 혼자 결정한 대로 끌려가야 하나”라고 문제를 제기했다. 유 최고위원은 “오 시장이 묻고 있는 ‘2014년까지 50% 무상급식’은 당론이 아닌데도 왜 당이 스스로 깊은 수렁에 빠지면서 투표에서 지면 당이 망한다는 식의 얘기를 하는지 이해할 수 없다”고 비판했다. 당황한 홍 대표가 중간에 “거기까지만”이라며 발언을 만류했으나 유 최고위원은 “지금이라도 중앙당은 주민투표와 거리를 둬야 한다. 당은 주민투표에 이겨도 곤란해지고, 져도 곤란해진다”며 작심 발언을 이어갔다.

　오 시장 측은 “유 최고위원의 주장은 예상됐던 것으로 투표 지원에 별 영향은 없을 것”이란 반응을 보였다. 그러나 당내에선 자칫 주민투표가 한동안 잠잠하던 계파 갈등을 촉발할까 우려하는 목소리가 나오고 있다.

이명박 대통령은 이날 오전 부인 김윤옥 여사와 함께 서울 종로구청에 마련된 주민투표 부재자 투표소를 찾았다. 21~26일 몽골 등 3개국 순방에 나서기 때문이다. 이 대통령은 투표를 마친 뒤 “투표는 민주주의 국가에서 큰 권리이자 의무라고 생각한다”고 말했다. 국회에 모습을 보인 박근혜 전 대표는 주민투표에 대해 묻는 기자들에게 “제 입장을 이미 말씀드렸다”고만 답했다. 박 전 대표는 지난달 “무상급식은 지자체마다 사정과 형편이 다르기 때문에 그에 맞춰서 해야 한다”고 말했다.

　서울시는 주민투표의 총 유권자 수가 838만7281명으로 확정됐다고 밝혔다. 투표 성립 요건인 투표율 33.3%를 넘기려면 279만5761명 이상이 투표를 해야 한다. 서울시 선관위는 19일부터 주민투표 공보물을 각 가구로 발송한다.
