Kim-Medvedev talks delayed a day

A summit between North Korean leader Kim Jong-il and Russian President Dmitry Medvedev will likely be held tomorrow, according to Russian media, a day later than South Korean media expected.

Vedomosti, an economic daily based in Moscow, said the summit would be held tomorrow in Ulan Ude, a major city in the Buryatia region located around 5,550 kilometers (3,450 miles) east of Moscow.

The paper said the venue for the summit is not a military compound in the city as was thought initially, but a state guesthouse with augmented security.

A Seoul official said a delay may have been caused by Kim’s stop in Skovorodino, a city in the Amur region in Eastern Siberia that he reportedly visited for several hours on Sunday.

Russian regional media reported Sunday that Kim visited a large hydro-electric power station in Amur before departing for Ulan Ude at 3 p.m. Sunday Korean time.

Russia send crude oil to China through a pipeline from Skovorodino to the Chinese city of Daqing. The 1,000-kilometer pipeline went into service in January and is known to be delivering more than 1 million tons of crude to China every month.

Kim’s trip to North Korea’s former-cold-war ally, the first since he visited then-Russian President Vladimir Putin in 2002, is focused on building momentum to restart six-party talks on the North’s denuclearization, and energy deals with Russia, including a proposed gas pipeline from Russia to South Korea that would travel through the North.

South Korea and Russia signed an MOU in 2008 for Seoul to import 7.5 million tons of Russian natural gas annually beginning 2015, but the North showed little interest in the gas pipeline.

The North, however, shows signs of a change in attitude, according to Seoul’s Ministry of Foreign Affairs and Trade.

North Korean officials responded positively to the pipeline project when officials of Gazprom, Russia’s state-controlled natural gas provider, visited the North early last month, the ministry said.

Meanwhile, Izvestia, a Russian daily, reported Sunday that Russia will hold a martial arts exhibition by a special military unit but will not show any new weapons to North Korea’s Kim when he arrives in Ulan Ude for the summit.

It quoted Leonid Ivashov, President of the Academy on Geopolitical Affairs, as saying this shows Russia’s resolution not to sell weapons to North Korea.

23일 러시아 동부 시베리아 도시 울란우데에서 열릴 것으로 예상됐던 김정일 북한 국방위원장과 드미트리 메드베데프 러시아 대통령 간 정상회담이 하루 늦은 24일 개최될 가능성이 큰 것으로 알려졌다.

러시아 정보 관계자는 22일 "어제 아무르 주(州)의 부레이 수력발전소를 시찰한 뒤 특별열차를 타고 울란우데 방향으로 출발한 김 위원장이 도중에 아무르 주의 또 다른 도시 스코보로디노에 들렀을 수 있다"면서 "23일 열릴 예정이던 북-러 정상회담이 늦춰질 가능성이 있다"고 말했다.

한국 정부의 한 당국자는 "김 위원장이 23일 도착한 뒤 하룻밤을 묵고 24일 정상회담을 할 가능성이 있다"고 추정했다.

모스크바 경제 일간 베도모스티 등 현지 언론도 자체 소식통을 인용, 김 위원장과 메드베데프 대통령의 회담이 예정보다 하루 늦은 24일 열릴 것이라고 이날 보도했다.

신문은 회담 장소 역시 당초 예상됐던 울란우데 군부대가 아니라 울란우데 인근 지역의 정부 영빈관이 될 것이라고 덧붙이고 영빈관이 있는 마을에서는 이미 경찰관들이 보안 점검에 나서고 청소가 이루어지는 등 고위 인사를 맞기 위한 준비가 진행 중이라고 전했다.

러시아의 대표적 일간지 이즈베스티야도 "김 위원장이 탄 특별열차가 24일까지 도착해야만 하는 울란우데에서는 폭파사격과 격투기 시범이 기다리고 있다"고 보도했다.

이 기사에 따르면 러시아 동부군관구 소속 제11공정여단에서는 김 위원장을 위해 러시아 특수부대가 시범을 보일 준비를 하고 있다.

공수부대와 정찰수색대 등 두 종류 특수부대가 김 위원장 일행을 기다리고 있으며 이들은 폭파와 지뢰부설 기술, 장애물 극복, 건물 침투, 격투 체포 등의 시범을 선보일 예정이다.

이즈베스티야는 그러나 "김 위원장에게 어떠한 형태의 신무기도 보여주지 않을 것"이라고 보도했다.

김 위원장이 들렀을 것으로 추정되는 아무르주 스코보로디노는 러시아 동시베리아 지역 송유관의 중국 쪽 지선이 출발하는 곳이다.

중국과 러시아는 작년 9월 스코보로디노에서 헤이룽장성의 석유기지 다칭(大慶)을 잇는 1천㎞ 구간의 송유관을 완공한 뒤 같은 해 11월 시험 가동하고 올 1월 초 본격적으로 가동하기 시작했다.

현재 월 100만t이 넘는 원유가 이 송유관을 통해 운송되는 것으로 알려졌다.

김 위원장이 스코보로디노를 방문했다면 전날 부레이 발전소에 이어 러시아와의 에너지 협력 문제에 관심을 표명한 것으로 볼 수 있다.

현재 남-북-러 3각 협력 프로젝트로 논의되고 있는 북한 경유 가스관 및 송전선 건설 사업과 관련, 한반도에 대한 전력 공급원이 될 수 있는 부레이 발전소에 이어 가스관과 유사한 송유관 시설을 둘러보려 했을 수 있다는 관측이다.
