Conservative prospect for mayor won’t join GNP

Lee Seog-yeon, a lawyer, civic advocate and former cabinet minister, declared his bid to join the race for Seoul mayor next month.

And although Lee said he wants to run as a conservative candidate, he refused to join the conservative, ruling Grand National Party.

“The ruling circle needs a candidate who can represent not just the civic community, the conservatives and the right, but also the centrists,” Lee told reporters yesterday.

Lee’s bid is a counter to that of rising star Park Won-soon, who is running on the liberal side but also refusing to join any of the main liberal, opposition parties.

This is a startling new trend in Korean politics: ambitious political contenders who refuse to be associated with the mainstream parties on either side of the Korean political divide.

“If I joined the GNP and became its candidate, the people wouldn’t accept me,” Lee told the JoongAng Ilbo. “My joining the GNP will kill both the GNP and me.” But Lee admitted that he was persuaded by the Grand National Party to join the race.

Park told the JoongAng Ilbo in an exclusive interview on Thursday that he has no intention to join the Democratic Party.

While staying outside the GNP, Lee said yesterday he is willing to negotiate with the ruling party to become a candidate to represent the broader conservative constituency, a mirror of Park’s strategy.

For next month’s election, the liberal opposition parties and civic groups have agreed to form an alliance and support a single candidate to increase their chances against the ruling GNP.

The DP will have a primary with four candidates on Sept. 25 and the victor will enter a final primary against Park and nominees of other liberal parties in early October.

It remains to be seen if the GNP will agree to negotiate with Lee to have a single candidate representing the conservatives. The GNP is yet to announce a candidate from its own ranks, while speculation is high that Representative Na Kyung-won will be its contender.

Lee said yesterday that his strong point in the race is a pragmatic philosophy based on firm, constitutional principles. He also praised the recent public support for Ahn Cheol-soo, a software mogul and university dean who has become the darling of the young for being independent from run-of-the-mill Korean politics, saying, “It has become a trend that the outsiders are now competitive” in politics. “If the existing politicians fail to understand this, they will be replaced by new political forces,” he said.

Lee also spoke highly of his competitor Park, who is backed by Ahn.

“He has laid the groundwork for the civic movement,” Lee said. “We have been through thick and thin while debating many issues in the civic community.”

The relationship of Lee and Park goes back decades as they were both key members of the country’s first generation of civic activists. A lawyer who passed the bar exam in 1985, Lee worked for one of the nation’s largest civic groups, the Citizens’ Coalition for Economic Justice from 1995 to 2001. From 1999, Lee served as the coalition’s secretary general.

The two took different paths when Park and his People’s Solidarity for Participatory Democracy initiated a movement to blacklist “unfit” candidates in the 2000 legislative elections. Since then, Lee has become increasingly conservative.

In 2004, he led the constitutional petition to kill the Roh Moo-hyun administration’s plan to move the nation’s administrative capital to the Chungcheong region.

From 2006 to 2008, he served as a leader of the New Right National Union. Under the Lee Myung-bak administration, he served as minister of government legislation from 2008 to 2010.

홍준표, 이석연 앞세워 나경원 견제

한나라 서울시장 경선 급변

나경원 최고위원으로 기우는 듯했던 한나라당의 서울시장 후보 경선 구도에 변수가 생겼다. 시민단체 출신인 이석연(57) 전 법제처장이 16일 “범여권 단일 후보라면 서울시장 선거에 출마할 수 있다”고 했기 때문이다. 이 전 처장의 출마 의사 표명은 한나라당 홍준표 대표의 작품이다.

홍 대표는 전날 저녁 주호영 당 인재영입위원장을 이 전 처장에게 보내 경선 참여를 요청했고, 그 자리에서 이 전 처장은 “한나라당뿐만 아니라 중도 보수세력을 아우르는 범여권 후보라면 나설 수 있다”는 뜻을 밝히고 홍 대표에게 전화로 알렸다.

　진작부터 ‘탤런트 정치인 불가’를 주장했던 홍 대표는 당초 외부인사 영입 케이스로 김황식 총리를 검토했었다. 하지만 김 총리와 청와대가 부정적인 입장을 밝히자 ‘이석연 카드’를 꺼냈다. 이와 관련해 당내에선 “홍 대표가 차차기 대선 때 경쟁자가 될 가능성이 큰 나 최고위원을 의식해 외부 영입에 주력하는 것 아니냐”고 보는 이들이 적지 않다.

　나 최고위원이 16일 “여당이 당당한 모습을 보여야지 야당을 따라 하는 것은 좋지 않다. 책임 있는 정당으로서 후보 선출 절차를 놓고 왔다 갔다 하지 않았으면 좋겠다”고 한 건 홍 대표를 겨냥한 것이다. 홍 대표가 당내 경선에서 뽑힌 사람을 다시 당외 인사와 붙여 결선을 치르도록 하는 2단계 경선을 추진한다는 말이 나돌자 불편한 감정을 나타낸 것이다. 나 최고위원 측의 한 인사는 이 전 처장의 출마 의사 표명과 관련해 “결국 홍 대표가 서울시장 후보 자리를 순순히 나 최고위원에게 내줄 수 없다는 속내를 드러낸 것”이라며 “홍 대표가 끝까지 나 최고위원의 다리를 붙잡으려 할 경우 나 최고위원은 출마를 하지 않을 가능성도 배제할 수 없다”고 말했다.

　전북 정읍 출신인 이 전 처장은 행정고시(23회)와 사법시험(27회)에 합격했으며 1999년 경제정의실천시민연합 사무총장을 맡아 시민사회계의 대표급 인사가 됐다. 2000년 16대 총선 땐 시민단체 등의 낙천·낙선운동에 반대하면서 박원순 변호사가 주축이 된 좌파적 시민단체 진영과 결별했다. 노무현 정부 때엔 행정수도 이전 위헌 소송을 제기해 이겼다. 이 전 처장은 중앙일보와의 통화에서 “나는 진보·보수 어느 쪽도 아닌 헌법적 실용주의자”라며 “국민의 기본권과 사회적 약자를 존중하는 정신, 절차적 정의를 존중하는 게 헌법적 가치”라고 강조했다. 그러면서 “내가 한나라당에 입당해 경선에서 뽑힌다 해도 시민들이 받아들이지 않을 것이다. 입당하면 저도 죽고 한나라당도 죽는다. 하지만 범여권 후보 단일화에는 응할 용의가 있다”고 했다. 선진통일연합 등 보수 우파 시민단체들은 다음 주 이 전 처장을 우파진영의 시민후보로 추대할 예정이다. 그런 다음 한나라당에서 뽑힌 후보와 1:1로 최종 결선을 치르자는 주장을 펼 방침이다.

　이와 관련해 당 일각에선 “민주당 보고 ‘불임정당’이라고 비판하더니 한나라당도 그 뒤를 쫓아가자는 거냐”는 등의 지적이 나오고 있다. 친박계인 유승민 최고위원은 “입당도 하지 않겠다는 사람에 대해 당 후보가 될 가능성을 열어놓는 건 문제다. 이런 부분까지 민주당을 따라 하는 것은 우습다”고 말했다. 서울지역의 한 초선 의원은 “박 변호사는 안철수 효과를 누리고 있지만 이 전 처장에 대한 서울시민의 인지도는 상당히 낮은 걸로 아는데 그런 그를 범여권 단일 후보로 내세울 경우 승산이 있는지 의문”이라고 말했다. 비판이 일자 김정권 사무총장은 ＂이 전 처장을 반드시 입당시키겠다. 2단계 경선은 하지 않을 것”이라고 해명했다.
