Na emerges as GNP’s nominee

Representative Na Kyung-won became the Grand National Party’s sole contender for next month’s Seoul mayoral election after the only other announced candidate dropped out of the primary yesterday.

Representative Kim Choong-whan announced his withdrawal from the ruling party’s mayoral primary after the GNP decided to choose its nominee based on only a public opinion poll, instead of the usual combination of a poll and a vote by GNP members.

“I don’t want to waste time, energy and the party’s power for a public opinion poll that is taking place for the sake of formality,” Kim said.

A party primary based solely on public opinion polling was seen to greatly advantage Na, who enjoys wide recognition.

Kim criticized the party’s leadership for deciding to go only with a public opinion poll and giving candidates only a two-day notice period.

“I wish the best for Na, and I will work for the party’s victory,” Kim said. “But the primary rule was unfair and the procedure was undemocratic.”

The GNP’s nomination committee made its decision on Sunday to hold the poll tomorrow and Thursday and to finalize the nominee on Friday.

Kim Gi-hyeon, the GNP spokesman, said yesterday that the party’s nomination committee would name Na as the party’s mayoral nominee tomorrow and that the Supreme Council would endorse it on Thursday.

Kim’s exit marked the first time since the country’s adoption of local elections in 1995 that the GNP is to field a Seoul mayoral nominee without a primary. In 2002, now-President Lee Myung-bak was named the GNP’s mayoral nominee without a primary because he ran unopposed.

It remains unclear whether Na will be able to convince Lee Seog-yeon, the conservative activist, lawyer and former minister who declared his mayoral run earlier this month, to consolidate their candidacies and field one person to avoid splitting the conservative vote. At Na’s official announcement Friday, she said she was open to talking with Lee, though Lee has said that he does not want to join the GNP.

Na, 47, is one of the GNP’s political celebrities and enjoys high popularity. A native of Seoul, she studied law at Seoul National University and passed the bar in 1992. After serving as a judge until 2002, she began her political career as a special adviser on women’s affairs for then GNP presidential candidate Lee Hoi-chang.

After Lee’s defeat, she worked as a lawyer but returned to politics by becoming a proportional representative for the GNP in the National Assembly in 2004. She won a seat in 2008 to represent Jung District in Seoul.

한나라 서울시장 후보 나경원, 경선 없이 확정

김충환 경선 포기

10·26 서울시장 보궐선거의 한나라당 후보로 나경원 최고위원이 사실상 확정됐다. 유일한 경선 후보였던 김충환 의원이 26일 “형식적 여론조사 경선으로 당력을 낭비할 필요가 없다”며 경선을 포기했기 때문이다. 한나라당이 경선을 하지 않고 서울시장 후보를 결정한 건 2002년 이후 9년 만이다. 김기현 대변인은 “27일 공천심사위원회 전체회의와 최고위원회의를 열어 나 최고위원을 후보로 공식 확정할 것”이라고 말했다.

　나 최고위원은 중앙일보와의 인터뷰에서 “이번 선거는 정권 심판이 아니라 미래를 보고 서울시장을 뽑는 선거”라며 “누가 서울시정을 잘 펼쳐 시민들을 편하게 할지를 묻는 정책선거인 동시에 책임정치를 잘할 사람을 뽑는 책임선거로 만들겠다”고 말했다. 그가 책임정치를 강조한 건 지지율 1위를 달리는 무소속 박원순 변호사를 겨냥한 것이다.

　-지지율에서 앞서는 박원순 변호사를 상대할 선거전략은.

　“시민단체 후보로 불리는 분들이 책임 있게 정책을 추진할 수 있겠는가. 그분들 때문에 정당정치·정당민주주의의 근간이 흔들리지 않을 것이다.”

　-‘생활특별시, 행복한 서울’을 공약했는데.

　“시민의 행복을 최우선 목표로 시민 눈높이에 맞춘 생활복지와 생활맞춤형 정책을 내놓겠다. 우선 출산장려금, 영·유아 무료접종 등 부자구(區)·가난한 구 등 25개 구별로 편차가 심하고 들쑥날쑥한 복지서비스는 매칭펀드로 균형을 맞추겠다.”

　-보수 성향인 이석연 변호사와 단일화를 할 수 있나.

　“이 변호사와 서로의 생각과 추구하는 가치가 같기 때문에 함께 갈 것이다. 이 변호사와의 단일화는 가치와 이념이 다른 민주당과 민노당 등 정당정치를 부정하는 방식의 후보 단일화와는 다르다.”

　 한편 이 변호사는 이날 참여연대 출신인 박원순 변호사가 2000년 총선 낙선운동을 벌인 걸 놓고 “‘악법은 지킬 필요가 없다’고 생각하는지 시민운동의 정체성에 대해 일대일 토론을 하자”며 공개토론을 제안했다.
