Occupy Wall Street spreads to Seoul

The Occupy Wall Street movement against the U.S. financial system that began in New York last month looks set to spread to Seoul on Saturday as civic groups announced yesterday they will kick off a similar rally dubbed “Occupy Yeouido” in the capital’s financial center this weekend.
The slogan Occupy Wall Street, which has been suitably abbreviated to a single word “Occupy,” spread like wildfire across the U.S., inspiring copycats in other cities.
Now it has gone viral, with Athens, London, Toronto and Sydney joining the swelling wave of civil dissent amid the debt crisis that is engulfing Europe.
This Saturday’s rally in Seoul is being organized by three consumer rights groups, including the Korea Finance Consumer Association and Spec Watch Korea. It is scheduled to get under way at 2 p.m. in front of the Financial Services Commission building in Yeouido, which serves as home to a cluster of major financial companies.
The groups said that like-minded rallies will happen on the same day in 400 cities in 25 countries.
“Angry Americans are occupying Wall Street, the origin of the world’s financial capital, and we believe the protest is targeting the nerve center of greedy U.S. capitalism,” the groups said in a statement.
“Many people in Korea have fallen victim to rampant speculation by domestic financial institutions out to bag huge windfalls in short periods of time,” it added.
The rally is expected to attract at least 200 people but this number could swell to thousands if college students and other activist groups join in.
The People’s Solidarity for Participatory Democracy and other civic groups, labor unions and organizations for victims of financial mismanagement have expressed their intention to participate.
While the original Occupy Wall Street protest targeted the greed of financial giants, Baek Sung-jin, secretary general at the Korea Finance Consumer Association said Occupy Yeouido is calling for government reform of the financial sector. Corruption in the banking sector is particularly in the cross hairs.
“My office gets about 100 complaints a day related to the savings bank scandal,” Cho Bong-gu, head of the Korea Finance Consumer Association, said at a press conference yesterday in Yeouido.
“The owner of a snack cart reported to us that someone withdrew 12.1 billion won [$10.4 million] in loans at Jeil Savings Bank under his name.
“The Financial Supervisory Service, which is [extremely ineffective], was supposed to thoroughly regulate financial institutions but it showed them a high degree of leniency in order to serve its own interests,” he said.
“Instead of calling on the government to reform financial institutions, we figured the reform should start from the financial regulators.”
While the Korean economy is faring better than the United States in terms of its youth unemployment and absolute poverty rates, salary workers feel betrayed by the government, analysts said.
They claim the government has lost the trust of the working class after 16 savings banks were suspended this year for improper practices, chronic mismanagement and high insolvency rates.
A joint investigation by financial authorities and prosecutors revealed that most of the suspended savings banks, including Busan Savings Bank Group, cooked their books to prevent being called out for years.
Critics contended that the suspensions would not have been necessary if regulators had done their jobs properly and conducted thorough annual audits.
The probe also revealed that some executives had illegally used customers’ funds and had bribed former and current auditors to maintain a code of silence that effectively kept the banks in business.
Meanwhile, Korea is battling unnerving rates of inflation despite government efforts to tamp it down and consumer prices here have surpassed those of the United States since the second half of last year.
According to OECD data, domestic consumer prices climbed 4.3 percent on-year from January to June, marking the third-steepest gain among the 32 member countries surveyed after Estonia and Turkey.
Over the same period, the United States saw prices move up 2.8 percent, while Germany and France posted gains of 2.2 percent and 2.0 percent, respectively.

미국 월스트리트의 과도한 이익 추구와 소득 불평등에 항의하는 반(反) 월가 시위가 미국 전역을 넘어 세계 곳곳에서 벌어지는 가운데 국내에까지 이런 움직임이 확산하고 있다.
11일 시민단체 금융소비자협회에 따르면 협회와 투기자본감시센터가 주축이 돼 금융자본 규탄 움직임에 동참하기로 하고 참여연대를 비롯한 여러 시민단체와 노동계, 금융 피해자 단체 등과 접촉, 구체적인 행동 방안을 논의 중이다.
백성진 협회 사무국장은 "참여 가능성이 있는 단위들이 지난 10일 개별적으로 실행회의를 시작했다"며 "12일 여의도 금융감독원 앞에서 기자회견을 열어 계획을 밝히고 15일 집회를 열어 '여의도 금융가 점거'를 선언할 것"이라고 전했다.
집회 장소는 여의도 금융감독원 앞으로 잠정 결정됐으며 집회는 올 연말까지 정기적으로 열릴 예정이다. 월가 반대 시위에 연대하는 뜻으로 '점령하라'(occupy)는 단어를 써 '여의도 금융가 점거'라는 구호를 내걸기로 했다.
국내에서 진행될 운동은 '금융 공공성 회복'과 '금융 독립' 등 2가지 포괄적 주제 아래 금융 피해자와 금융권 노동조합원, 대학생 등이 직면한 개별 피해를 드러내면서 금융시스템 전반의 문제점을 지적하는 형태가 될 것으로 보인다.
참여 단체들은 최근 부실 대출로 논란이 된 저축은행 사태를 비롯해 파생상품 키코(KIKO), 대학 학자금 대출이자 문제 등 금융과 민생 간 접점이 발생하는 여러 현안을 망라할 계획이다.
저축은행 사태와 관련해서는 예금 피해자들의 목소리를 지속적으로 알리고 금융당국에 대해 부실 감독 책임을 물어 고소하는 방안을 준비하고 있다.
검찰이 은행들에 대해 무혐의 처분한 키코의 경우 "은행 직원들이 상품에 대해 제대로 이해하지도 못한 채 실적 때문에 판매했다는 증언이 많다"는 점 등을 들어 이들은 판매 과정에 대한 문제 제기에 나설 방침이다.
대학생 문제에 관해서는 학자금 대출 이자를 복리로 적용하는 것을 '대학생을 상대로 한 돈놀이'로 규정하고 이자 부담 완화를 적극 요구할 계획이다.
이들은 거시적으로 최근 지속적으로 제기되는 파생 금융상품의 폐해와 관련, '글로벌 금융'의 허구성을 역설하면서 은행 지분의 최소 51%를 정부가 소유하거나 국민주 등 형태로 국민이 소유하게 하는 등 금융 독립성 확보 방안을 제시한다.
백 사무국장은 "총체적으로 비정상인 현 금융시스템 아래에선 지금까지 피해가 없었던 이들에게도 '언젠가 당신 차례가 온다'는 여론을 확산하는 것이 목표"라며 "구체적인 각론 제시를 통해 전 세계적인 금융자본 반대 운동에 동참하는 움직임이 될 것"이라고 말했다.
노동ㆍ빈민단체들의 연대체인 빈곤사회연대도 '1%에 맞선 99%의 힘으로 세상을 바꾸자'는 구호를 내걸고 오는 15일 오후 2시 서울역 광장에서 금융자본 규탄 집회를 연 뒤 명동까지 행진할 계획이다.
빈곤사회연대는 집회를 통해 "등록금과 청년실업, 노인 빈곤, 노후 불안정, 높은 집값과 물가, 저임금 등 문제는 모두 신자유주의의 폐해"라며 "자본주의 체제에서 가장 극단적인 방식으로 착취당하던 이들이 함께 모여 세계를 바꾸자"고 촉구할 예정이다.
이날 각 단체는 애초 계획대로 집회를 개최하고 나서 오후 6시 서울광장에 모여 현 금융시스템에 대한 비판과 물가, 부동산, 교육 등 민생 관련 현안에 관해 문제를 제기하는 '1%에 맞선 99%' 집회에 동참한다.
전 세계에서 '점령' 시위를 준비하는 이들을 위한 웹사이트 '함께 점령하자'(Occupy Together)에는 오는 15일 여의도 증권거래소 앞에 모이자는 제안이 올라오는 등 인터넷상에서도 관련 움직임이 가시화하고 있다.
