Project to restore nation’s 4 major rivers completed

The ever-controversial four-rivers restoration project, one of the signature campaigns of the Lee Myung-bak administration, is complete and its accomplishments were shown to the public over the weekend.

The nation’s four major rivers were dredged and 16 weirs were built over two years of massive construction activity.

The completion ceremonies of the 22.2 trillion won ($17.3 billion) project were held simultaneously Saturday at the country’s four major rivers: the Han, Nakdong, Geum and Yeongsan.

“That the development of the four rivers leads to development in regional growth and touches the hearts of the people is my hope,” said Lee at the completion ceremony at Ipo Weir on the Han River on Saturday. “I am certain that our people’s warm hearts will flow along the four rivers, contributing to a society where people respect and love one another.”

Lee described the restored waterways in the collective, calling them “the river of life, river of happiness and the river of safety.” Before the ceremony kicked off at Ipo Weir, the president and first lady, Kim Yoon-ok, spent 30 minutes walking across a bridge and back.

Similar events were held at Gongju Weir on the Geum River, Gangjeong Weir on the Nakdong and Seungchon Weir on the Yeongsan.

According to the Ministry of Land, Transport and Maritime Affairs, the completion ceremonies were organized in ways to encourage public participation. Diverse programs were held centering on five themes chosen by the ministry, including cultural arts, water leisure, and being environmentally friendly.

Visitors to Ipo Weir were able to experience a tour that guided them around the restored areas via a smartphone application.

Korea’s four-rivers restoration project was cited as an example of a green growth initiative in the Green Economy report of the United Nations Environment Programme, along with Australia’s Murray-Darling Basin Sustainable Yields Project.

The report stated that the five key objectives of the project were “securing sufficient water resources against water scarcity, implementing comprehensive flood control measures, improving water quality whilst restoring the river-basin ecosystems, developing the local regions around major rivers and developing the cultural and leisure space at rivers.”

Meanwhile, civic groups that opposed the four-rivers restoration project gathered near Ipo Weir at around 2:30 p.m. Saturday and denounced the completion of the project, asserting that “this completion ceremony is a deception.”

The groups held a press conference and said, “The Tower of Babel, which is the symbol of humankind’s arrogance, is being repeating again in the 21st century on the Korean Peninsula.”

President Lee said Saturday, “There is always opposition to historical works.”

16개 중 10곳 내달까지 순차 개방

한강 이포보, 금강 공주보, 영산강 승촌보, 낙동강 강정고령보 등 4대 강을 대표하는 보(洑) 4곳이 22일 일반에 공개됐다.

　‘4대강 새물결 맞이’라는 이름으로 진행된 이날 행사는 지역 주민들이 참여한 가운데 보별로 문화예술·체험·수상레저·친환경·전시 등 5개 테마의 다양한 프로그램들이 펼쳐졌다.

이날 오후 6시부터 개최된 공식 행사에서는 반기문 유엔 사무총장을 비롯한 지방자치단체장 등의 축하 메시지가 공개됐고, 다채로운 축하공연이 이어졌다.

이날 행사는 4대 강 보 개방 행사의 ‘그랜드 오픈’ 성격이다.

현재까지 16개 보 가운데 10개가 완성됐고, 나머지는 다음 달 말까지 순차적으로 개방된다. 4대 강 본류 정비 사업은 올해 말 최종 완공을 앞두고 현재 93%의 공정률을 보이고 있다.

이명박 대통령은 이날 이포보에서 열린 행사에 참석해 “4대 강이 살아나면 대한민국 방방곡곡이 골고루 살아날 것”이라며 “우리의 민심도 4대 강을 따라 흐르며, 서로 존중하고 아끼고 서로 사랑하는 사회가 되는데도 (4대 강이) 기여할 것”이라고 말했다. 이 대통령은 이포보 인근에서만 3시30분 동안 머물며 “오늘 저녁 정말 행복하다”고 말했다.

이 대통령은 도산 안창호 선생의 ‘강산개조론’을 인용하면서 “문명 하는 나라는 강을 사람이 고쳐야 한다고, 강산을 고쳐야만 선진국이 될 수 있고 미래가 있다고 말씀하신 안창호 선생님의 꿈을 오늘 우리가 이루어내고 있다”고 강조했다. 그간의 극심했던 반대를 감안한 듯 “역사적인 일에는 반대가 있게 마련이다. 반대하는 사람도 남이 아니고 우리 품 안에 있는 사람”이라며 “나도 대학 때 (운동권으로서) 반대했다. 여기 있는 김 지사(김문수 경기지사)도 젊을 때 반대 많이 했다”고 말했다.

이 대통령은 4대 강 사업에 진력했던 정종환 전 국토해양부 장관을 챙기며 “초기에 일했던 공직자를 일부러 오라고 했다. 다들 고생했다”고 치하했다.

국토부 관계자는 “이번 보 공개로 4대 강이 주민들의 레저·문화공간으로 자리매김하게 됐다”며 “낙동강 등 아직 공사가 남아 있는 곳도 잔여 공정을 서둘러 주민들의 이용에 불편함이 없도록 하겠다”고 말했다.

◆보(洑)=원래는 논에 물을 대기 위해 하천에 둑을 쌓아 만든 저수시설을 뜻한다. 4대 강에 설치된 16개 보는 더 나아가 물을 담아둘 수도 있고, 소형댐처럼 물을 방출할 수도 있게끔 만들어졌다. 물고기들이 상·하류로 이동할 수 있도록 보 옆으로 어도(魚道), 즉 물고기 이동통로도 설치했다.
