It’s been seven months since the government decided to revise the law to allow supermarkets and convenience stores to sell over-the-counter drugs./ 이것은 정부가 슈퍼마켓이나 편의점에서 일반의약품 판매를 허용하기 위해 약사법을 개정하기로 결정한 이후 7개월만이다/ But consumers will have to wait a long time before they are able to buy basic medications from their neighborhood supermarkets./ 하지만 소비자들이 이웃 슈퍼마켓에서 기본적인 약품을 구입할 수 있으려면 오랜 시간을 기다려야 할 것이다/ Despite the fact that a majority of people welcome sales of over-the-counter medicines in places other than drugstores,/ 대다수 사람들은 약국이외의 장소에서 일반 의약품을 판매하는 것을 환영함에도 불구하고/ legislators have been overly careful not to offend pharmacists - a chest-thumping group that is against the law revision - ahead of the legislative elections slated for April./ 4월로 예정된 국회의원 선거를 앞에 두고 있는 국회의원들은 약사법 개정을 반대하고 있는 집단인 약사들의 눈치를 지나치게 보고 있다/
We cannot but interpret the lawmakers’ submission of the law revision as an attempt to hide from the public uproar over it,/ 우리는 국회의원들의 법 개정안 제출을 그것에 대한 국민들의 원성을 피하기 위한 시도로 해석할 수밖에 없다/ because the law revision will be held up for as long as they protract the deliberation process in the Legislation and Judiciary Committee./ 왜냐하면 국회 법제사법위원회에서 그들이 심사과정을 끌기만 하면 그 법 개정안은 (다음 국회로) 연기될 것이기 때문이다/ According to the political calendar, current lawmakers’ terms are set wind down beginning later this month, considering the time they will need to campaign./ 정치적인 일정에 따르면 선거 유세에 필요한 시간을 고려하면 현재의 국회의원들의 임기는 이달 말로 사실상 끝나는 것으로 되어 있다/ That means all bills will be discarded unless they go through the plenary session of the Assembly by the end of this month./ 이것은 이달 말까지 국회 본회의 회기를 지속하지 않는 한은 모든 법안이 폐기될 것이라는 것을 의미한다/
At the moment, there are a whopping 6,600 bills, including 415 bills proposed by the government, that are likely to be automatically repealed in the current National Assembly session./ 이날 까지 처리하지 못한 법안이 정부가 제안한 415개 법안을 포함하여 6600개나 되는 엄청 많은 법안이 있는데, 현재 국회 회기에서 자동적으로 폐기될 것으로 보인다/ Some of them were sponsored by lawmakers who only wanted them for their personal records,/ 그러한 법안들 중에는 단지 개인적 업적을 위해 국회의원이 제출한 법안도 있다/ but there are many that the government should not scrap because they are related to citizens’ livelihoods and they have already been thoroughly scrutinized in the ladders of government./ 하지만 정부가 휴지조각으로 만들어서는 안 되는 법안도 많은데 그것은 민생과 관련된 것으로 이미 정부가 절차를 밟아서 철저히 검토한 법안들도 있기 때문이다/ If the bills are dumped because lawmakers are not reelected or because of conflict between the ruling and opposition parties, the cost will be borne by the nation and its citizens./ 만약 국회의원이 재선이 안 된다거나 집권당과 야당의 갈등으로 이 법안들이 폐기된다면 그 비용은 고스란히 국가와 국민이 부담하게 될 것이다/
The Ministry of Government Legislation says that of the 415 government-drafted bills, 11 relate to ways to beef up our economy, six deal with critical issues such as movement toward a fairer society and the co-prosperity of large and small companies, and 50 are related to initiatives to upgrade government permission systems./ 법제처는 정부가 발의한 법안 415개 중에는 경제 활성화 관련 법안이 11개, 공정한 사회 구현 및 대기업 중소기업 공생 발전과 같은 주요 문제 관련 법안 6개, 정부 인허가 제도 개선 방안과 관련된 법안 50개가 포함되어 있다고 한다/ It is our legislators’ dereliction of duty to leave these bills unattended./ 이러한 법안을 무관심으로 방치하는 것은 국회의원의 직무유기다/ However busy they are in preparing for the upcoming elections, they must do their best to finalize the bills, no matter what./ 국회의원들이 아무리 다가오는 선거를 준비하느라 바쁘다 하더라도 법안을 마무리하는데 최선을 다해야 한다/
