공항버스 TV, 휴게소 ‘뽕짝’ 일상 공격하는 소리의 폭력
일요일 출근하는 대신 금요일에 쉰다. 원 없이 자고 싶은 나를 미치게 하는 것이 있으니, 시도 때도 없이 울리는 거실 스피커다. “관리사무소에서 주민 여러분께 알립니다”로 시작하는 이 방송은 레퍼토리도 다양하다. 관리비 빨리 내라, 애완견 관리 잘해라, 담뱃재 막 털지 마라…. 할 수 있는 말이지만 그렇다고 불특정 다수에게 이토록 자주 쏴야 할까. 요 전 살던 동네는 다가구주택이었는데 ‘록 스피릿’ 충만한 윗집 총각 덕분에 여차하면 이웃 카페로 피난을 가야 했다.버스•택시 기사님들 유별난 라디오 사랑도 때로는 고통이다. 내비게이션 안내음성까지 섞여 신경을 흐트러뜨린다. 한두 달 전 새벽 5시에 탄 공항버스에선 도착할 때까지 TV 소리가 왕왕거렸다. 쇼핑가는 어떤가. 가게마다 경쟁적으로 틀어놓은 가요•팝송에 마이크 든 호객꾼들의 외침까지 뒤엉켜 혼을 쏙 빼놓는다. 명동이나 강남역 인근은 그렇다 치고, 삼청동•인사동•가로수길까지 예외가 없다.
더 참기 힘든 때는 모처럼 맞은 휴일, 몸과 맘 쉴 요량으로 자연에 든 날이다. 이 산 저 산 할 것 없이 음악 틀고 걷는 이가 적지 않다. 히말라야라도 오를 듯 중무장한 몸에선 딸랑딸랑 종소리마저 난다. 스틱이나 배낭에 매단 방울 때문이다. 원래 생긴 뜻은 멧돼지나 뱀을 쫓기 위해서라는데 수십 명 북적대는 등산로에서야 별무소용이다. 이런 소음들은 사람뿐 아니라 야생동물에게도 극심한 스트레스를 유발한단다.
짜증의 절정은 고속도로 휴게소의 ‘뽕짝 메들리’다. 호객을 위해 카세트•음반 판매상들이 틀어놓는 것이다. 한국도로공사 측은 “통상적 기준에 맞춰 소리를 60데시벨(dB) 이상 못 높이게 했다. 한데 어기는 곳이 많다”고 했다. 단속이 뜰 때만 반짝 조심하거나 “장사하지 말란 소리냐”고 반발한다는 것이다.
그럴 수 있다. 꽝꽝 트는 게 당장 수익 올리는 데엔 좀 나을 수 있다. 그렇게 보면 아파트 방송도, 새벽 버스 TV도, 마이크 호객도, 지하철 전도도, 선거철 확성기 폭력도, 뉴새마을운동의 ‘아 대한민국’이며 노동단체의 ‘철의 노동자’까지 다 이해할 수 있다. 문제는 소음 공해라는 게 그저 참는다고 해결될 일이 아니란 거다. 세계보건기구에 따르면 소음은 청력을 손상시킴은 물론 사람을 폭력적으로 변하게 하고 각종 질환마저 악화시킨다. 선진국을 중심으로 소음에 대한 관심이 날로 높아지는 이유다.
우리나라도 층간 소음부터 차 경적 소리까지 관련 규제를 신설•강화하는 과정에 있다. 하지만 생활소음은 규제만으로 잡히지 않는다. 사람에겐 듣지 않을 권리도 있음을, 이를 침해할 경우 예상 밖의 반발과 위험에 직면할 수 있음을 인지해야 한다. 귀는 눈이 아니다. 닫고 싶어도 닫을 수 없다. 서로 배려하는 수밖에 없다.

But the problem is that noise pollution cannot be resolved just by being patient. According to the World Health Organization, noise not only damages hearing but also ⓔmake people more violent and aggravate health conditions.
