Red cards for the candidates
The Korea Manifesto Center, a civic group established in 2006, has played an exemplary role in establishing policy-oriented election culture by demanding candidates running for elective office present workable commitments to the public./ 2006년에 한 시민운동 단체가 설립한 한국매니페스토 실천본부는 선거를 위해 뛰고 있는 후보에게 실천 가능한 공약을 요구함으로써 정책지향적인 선거문화를 조성하는데 모범적인 역할을 해왔다/ Thanks to its easy-to-read list covering five categories aimed at scrutinizing the feasibility of their pledges - goals, priorities, financial resources, funding methods and procedures for accomplishing the goals - anyone can easily check and monitor the reliability of candidates’ commitments./ 목표, 우선순위, 재원, 목표를 달성하기 위한 자금조달 방법과 절차 등과 같은 공약의 실천 가능성을 면밀히 조사하는 것을 목표로 이해하기 쉬운 다섯 가지 카테고리를 만들어 놓은 덕분에 모든 사람들이 후보의 공약의 신뢰도를 확인하고 감독할 수 있다/At a press conference yesterday at the National Assembly, however, the center gave a stern warning to the three major presidential candidates in the December election - Park Geun-hye of the ruling Saenuri Party, Moon Jae-in of the main opposition Democratic United Party and independent Ahn Cheol-soo - saying that none of them answered 33 questions sent by the center 20 days earlier./ 하지만 어제 국회에서 열린 기자회견에서 매니페스토실천본부는 12월 선거에 대통령 후보로 나선 세 명의 주요 후보인 새누리당 박근혜 후보, 야당인 민주통합당의 문재인 후보, 무소속의 안철수 후보에게 그들 중 어느 누구도 20일 전에 매니페스토실천본부가 보낸 33개의 질문에 답변을 하지 않았다며 엄중 경고했다. Apparently, they had different excuses./ 듣자하니 그들은 다양한 변명이 있었다고 한다/
Why is that?/ 왜 그랬을까?/ The three candidates had no problem submitting rudimentary campaign platforms to the National Election Commission a week ago./ 일주일 전 중앙선관위에 기본적인 선거공약을 제출할 때까지만 하더라도 세 후보는 아무런 문제가 없었다/ But when they had to submit detailed answers backed up by concrete funding methods and priorities to the center, they were not confident they could really meet those fastidious demands./ 그러나 그들은 실천본부에 확실한 자금조달 방식과 우선순위를 명시한 구체적인 답변을 제출해야 하자 그러한 세세한 요구를 확실히 충족시킬 수 있는 자신이 없었던 것이다/ That’s why the head of the group, Lee Kwang-jae, lamented their lack of credibility, saying all of them are “incompetent or cowardly.”/따라서 실천본부의 이광재 사무총장이 그들 모두 “무능하거나 비겁하다”고 말하면서 그들의 신뢰성 부족을 경고하기에 이르렀다/
More fundamental reasons seem obvious./ 더욱 근본적인 이유는 다른데 있는 것처럼 보인다/ The Park Geun-hye camp has yet to reach a consensus on her detailed platform; the Moon Jae-in camp had trouble effectively assigning his platform duties to aides; and the Ahn Cheol-soo camp cannot answer back until Nov. 10, when he announces a full platform./ 박근혜 캠프는 자세한 공약에 관해 아직 합의를 보지 않았으며, 문재인 캠프는 보좌관에게 공약업무를 효율적으로 할당하는데 문제가 있었으며, 안철수 캠프는 전체 공약을 발표하는 11월 10일까지는 답변을 할 수 없다는 것이다/ With only 50 days left until the election, such a bleak political landscape demonstrates critical flaws of the presidential election this year./ 선거를 단지 50여일 남겨둔 상황에서 이러한 암울한 정치 환경은 올해의 대통령 선거의 중대한 결함을 잘 보여준다고 할 수 있다/
The chaos in the Park camp was predicted when the conflict between Kim Chong-in, head of the so-called People’s Happiness Committee in charge of the economic planks of the platform, and Lee Hahn-koo, floor leader of the Saenuri Party, came to the surface./ 박근혜 캠프의 혼란은 경제공약을 맡고 있는 소위 국민행복위원회 김종인 위원장과 새누리당 이한구 원내대표 사이의 갈등이 표면화되면서 이미 예상되었다/ The Moon camp is now totally dedicated to the issue of how to field a single candidate representing the liberal camp, with no time to spare for hammering out detailed promises./ 문재인 캠프는 지금 진보진영을 대표하는 후보 단일화를 어떻게 하느냐 하는 문제에 정신이 팔려 자세한 공약을 논의할 시간조차 없을 지경이다/ The Ahn camp, meanwhile, continues to shy away from its foremost obligation to the public: to tell it what he stands for and what he would do as president./ 한편, 안철수 캠프는 대통령으로서 자신이 해야 할 공약을 국민에게 발표해야 하는 중요한 의무를 제쳐두고 계속 주저하고만 있다/
All the candidates must take a deep breath and focus on their top priority: offering concrete pledges to the people before it’s too late./ 모든 후보는 호흡을 가다듬고 그들의 최고 우선순위에 초점을 맞추어서 너무 늦기 전에 국민에게 확실한 공약을 내어 놓아야 할 것이다/
