Harsh approach to chaebol
President-elect Park Geun-hye’s surprise visit to a shantytown in southern Seoul and a subsequent meeting with leaders of small- and medium-sized businesses before having a goodwill gathering with the Federation of Korean Industries (FKI) attracts our keen attention./ 박근혜 대통령 당선인이 서울 남부에 있는 쪽방촌을 갑작스럽게 방문하고 전경련과의 간담회를 가지기 전에 중소기업 지도자와 만남으로써 우리의 주목을 끌고 있다/ After the meetings, Park said, “The Korean economy now must move toward coprosperity among conglomerates and small businesses, together with simultaneous growth of exports and domestic consumption.”/ 만남 후에 박 당선인은 “한국경제는 이제 수출과 내수를 동시에 성장시켜 대기업과 중소기업이 공동으로 번영하는 방향으로 나아가야 한다”고 밝혔다/This amounts to the essence of “Geun-hye-nomics” for the next five years./ 이것이 바로 향후 5년 동안의 “근혜 노믹스”의 정수라고 할 수 있다/
She made her most noteworthy remarks about the chaebol./ 그녀는 재벌에 관해서 가장 주목할 만한 언급을 했다/ In the brief session with the FKI, she urged them to change their way by respecting shifts in economic and social priorities, while vowing to actively support their investments in creating jobs./ 전경련과의 간담회에서 그녀는 일자리 창출과 관련하여 투자를 적극적으로 지원해 줄 것을 약속하는 한편 경제적 사회적 우선순위와 관련하여 변화를 존중함으로써 대기업의 사업방식을 바꾸어 줄 것을 촉구했다/ Stressing the significance of “principled capitalism,” she criticized big companies’ bad practices such as the arbitrary firing of employees, infringing on business that support a lot of mom-and-pop shops and the unilateral slashing of parts (or their prices) supplied by small companies./ “원칙에 입각한 자본주의”의 중요성을 강조하면서 그녀는 직원의 일방적인 해고, 골목상권의 침해, 중소기업이 공급하는 부품에 대한 일방적인 단가 인하 등과 같은 대기업의 나쁜 관행을 비판했다/ She reportedly didn’t comment after the FKI requested her to reconsider her campaign pledge to put caps on chaebol’s cross-shareholdings./ 보도에 따르면, 그녀는 재벌의 순환출자를 제한하겠다는 선거공약을 재고해 달라는 전경련의 요청에 대해서는 일절 언급을 하지 않았다고 한다/
No one will oppose Park’s overall prescriptions for our economy as there is a broad consensus on their wisdom./ 타당성에 관해 폭넓은 공감대가 형성되어 있기 때문에 우리 경제를 위한 박 당선인의 전체적인 처방에 반대하는 사람은 없을 것이다/ They are eventually the way we should go./ 결국 우리가 가야할 길이기 때문이다/ But we still harbor some suspicions about the speed and intensity of her “economic democratization” drive./ 그러나 우리는 여전히 그녀의 “경제 민주화” 정책의 속도와 강도에 관해서 의혹을 품고 있다/ Blindly jumping on the anti-chaebol bandwagon will only bring about unwanted confusion in the market./ 맹목적으로 반재벌 정서에 편승하는 것은 시장에 원하지 않는 혼란을 가져올 뿐이다/ An approach based on promoting export-oriented conglomerates while supporting small businesses that work on the domestic market would be a better route./ 수출지향적인 대기업을 촉진시키면서 내수 중심의 중소기업을 지원하는 접근법이 바람직한 경로라 할 수 있을 것이다/ Rushing to correct the conglomerates’ malpractices at the cost of their economic vitality will end up pushing the economy into a vicious cycle of investment reduction and job losses./ 대기업의 위법행위를 바로 잡겠다며 경제의 활력을 약화시키면 결국은 경제를 투자 감소와 일자리 손실이라는 악 순환으로 몰아가게 될 것이다/
The new administration needs to take big companies’ capabilities into account as well./ 새로운 행정부는 대기업의 역량도 또한 감안할 필요가 있다/ Big Business is waiting for harsh legislation aimed at punishing them for various business practices like price fixing, relying on cheap, non-salaried workers, and they expect more tax too./ 대기업들은 저렴한 비정규직 노동자에 의존하는 가격 담합과 같은 다양한 사업 관행에 대해 그들을 처벌하는 것을 목표로 하는 가혹한 법률을 기다리고 있으며 또한 더 많은 세금도 내야 하는 형편이다/ It seems to be only a matter of time that those bills will pass the National Assembly./ 이러한 법안이 국회에서 통과되는 것은 시간문제일 뿐이다/ Park needs to carefully review whether big companies can deal with the tsunami./ 박 당선인은 대기업이 이러한 쓰나미를 감당할 수 있는지 여부를 잘 검토해 볼 필요가 있다/ The new government’s anti-conglomerate attitude can backfire at any time./ 새로운 정부의 반대기업 정서는 언제라도 역효과를 낼 수 있다/ Park needs to be prudent./박 당선인은 신중할 필요가 있다/
