‘Free semester’ prudence, please
The Ministry of Education, Science and Technology proposed to President-elect Park Geun-hye’s transition committee to introduce an exploratory “free semester” during the first year at middle school./ 교육과학기술부는 중학교 1학년 동안 탐색하는 ‘자유 학기제’를 도입할 것을 박근혜 대통령 당선인 인수위원회에 제안을 했다/ According to the plan, middle school freshmen would be exempt from a number of exams aimed at checking academic performance and instead be encouraged to explore their aptitudes and talents./ 그 계획에 따르면 중학교 1학년 학생은 학업 성적을 확인하기 위한 많은 시험에서 면제되며 대신에 적성과 소질을 탐색하도록 권장하게 된다/The freedom from stressful tests would carry a particularly refreshing message to many students and parents whose prime focus and goal for the 12 years from elementary through high school is getting into a top university./ 시험의 스트레스에서 자유로울 수 있다는 것은 초등학교부터 고등학교까지 12년 동안 최고 대학에 들어가는 것에 초점을 맞추고 목표로 삼는 많은 학생과 학부모에게는 특히 신선한 메시지를 전해 준다고 할 수 있다/ It couldn’t be better if students can have time to consider their future and explore various fields./ 만약 학생이 미래를 생각하고 다양한 분야를 탐색할 수 있는 시간을 가질 수 있다면 이보다 더 좋을 수는 없다/ Some European countries, too, have been running a vocational exploration course for middle school students./ 일부 유럽국가에서도 중학교 학생을 위해 직업 탐색 과정을 운영해오고 있다/
But the problem is that however good the intentions, the experiment may not work in our school environment./ 그러나 문제는 의도야 좋지만 그 실험이 우리 학교 환경에서 제대로 작동하지 않을 수도 있다는 것이다/ Parents, in particular, become very sensitive about their children’s grades as soon as they move up to middle school as competition and tutoring gets serious in preparation for admission to elite high schools, including foreign language schools and other special purpose schools, free-curriculum schools and other private schools./특히 학부모는 자녀가 중학교에 올라가자마자 외국어고등학교, 특수 목적고, 자율형 사립고와 기타 사립학교를 포함하여 엘리트 고등학교에 들어가기 위한 준비를 하기 위해 경쟁하고 지도해야 하기 때문에 자녀의 성적에 매우 민감해질 수밖에 없다/
Under such circumstances, the exploratory term won’t likely ease parents’ burden./ 이러한 상황에서 그 탐색 기간은 학부모의 부담을 덜어줄 수는 없을 것이다/ Instead, it could exacerbate the competition or the cost for private education/ 대신에 경쟁 또는 사교육비를 더 가중시킬 수 있다/ because parents could use the extra no-school period to have their children take a battery of courses in private institutions to raise their chances of getting into better high schools and universities./ 왜냐하면 학부모들은 더 좋은 고등학교와 대학에 입학할 수 있는 기회를 높이기 위해 여분의 수업이 없는 기간 동안 자녀들을 사교육 기관에 맡겨 학업을 더 보충시키려 할 것이기 때문이다/ The free term, in fact, could bring a windfall of profits to the private education industry./ 사실상 자유학기제는 사교육 산업에 이익이라는 뜻하지 않은 횡재를 가져다 줄 수 있다/
Although many companies are developing various vocational programs for students,/ 비록 많은 기업들이 학생들을 위한 다양한 직업 프로그램을 개발하고 있기는 하지만/ they won’t be ready to meet the flood of more than 400,000 students starting middle school next year./ 다음 해에 중학교에 들어가는 홍수처럼 밀려오는 40만 명 이상의 많은 학생을 충족시킬 준비는 하지 못할 것이다/ It also remains doubtful if different schools really have the ability to arrange quality courses - vocational or exploratory - equally for their students./ 또한 다양한 학교들이 똑같이 학생들을 위해 양질의 직업과정과 탐색과정을 준비할 수 있는 능력을 정말로 가지고 있는지도 의심스럽다/ If schools turn negligent, students could end up wasting their precious time outside the classroom./ 만약 학교가 태만하게 된다면 학생들은 결국 교실 밖에서 소중한 시간을 허비하게 될 것이다/
Every government launched new education policies with good intentions./ 모든 정부는 좋은 의도로 새로운 교육정책을 시작했다/ But many fell apart or caused confusion./ 하지만 많은 정책들이 흐지부지 되거나 혼란만 초래했다/ The free school term need not be rushed./ 자유학기제는 서두를 필요가 없다/ The education, science and technology ministry and the transition team must thoroughly study the feasibility of the policy./ 교육과학기술부와 인수팀은 이 정책의 실행 가능성을 철저하게 연구해야 한다/ If they still agree it is needed, they should take necessary steps to ensure its success before it’s too late./ 만약 여전히 그 정책이 필요하다고 생각한다면 너무 늦지 않게 그 정책이 성공할 수 있도록 필요한 조치를 취해야 한다/
