The wrong choice for security chief

President-elect Park Geun-hye has named Park
Heung-ryul, a retired general and former Army
chief of staff, as the head of the presidential security
service after elevating the status of the security chief
to the ministerial level. The decision, however,
seems inappropriate particularly given the role of
the presidential security service and its potential
impact on the military’s reputation.
A four-star general holds the highest military
rank and is in charge of commanding a large field
army. In the Army, for instance, he is the commander
of the First, Second or Third Corps. Appointing
such a high military figure to the Blue House, however,
could hurt the morale and pride of the entire
military. Security experts raised many concerns
when President Lee Myung-bak handpicked Kim
In-jong — another four-star general who commanded
the Second Corps of the Army — for the post five
years ago.
The Army chief of staff not only commands
500,000 officers and soldiers but symbolizes the
strength of the Korean military. The transfer of the
four-star general to the post protecting the president
could diminish the honor of the military. In fact,
previous heads of the Presidential Security Service
were all one grade lower than four-star general. In
developed countries, presidential security is mostly
led by civilian bodyguards or top police officials. Of
course, Korea is under a constant and extraordinary
security threat from North Korea. That’s why the
military took over perimeter security for presidents
in the past when they embarked on provincial tours
that demanded close cooperation with the military.
Yet the job does not demand a ministerial or fourstar
level officer.
In the twilight of the Park Chung Hee administration,
Cha Ji-chul, chief presidential bodyguard,
deployed major generals to the posts of assistant
deputy chief in the presidential security service. He
even held a military inspection parade among all
security-related personnel, including a special contingent
of the capital defense command. Cha later
stepped into politics based on the power of the
presidential security service, eventually touching
off a disastrous power struggle.
President-elect Park’s decision to elevate the
chief of presidential security to the ministerial level
and appoint a former four-star general to the post
goes against modern customs. A president’s authority
does not hinge on the status of the Presidential
Security Service. With people’s respect, it doesn’t
matter if the chief presidential security officer is a
police head or a two-star general or even a veteran
security guard.

박근혜 당선인이 경호실장을 장관급으로 격상한 데 이어 육군참모총장 출신 박흥렬 예비역 대장을 임명했다. 경호실의 기능, 군(軍)의 위상 그리고 예상되는 부작용으로 볼 때 이는 적절하지 않다.

4성 장군은 대규모 야전군을 호령하는 최고위급 지휘관이다. 특히 육군에서는 1·2 또는 3군을 지휘한다. 그래서 4성 장군은 군인의 꽃이요 모든 장교가 열망하는 지위다. 그런 인물이 경호실이라는 일개 기능적 부서의 장이 되는 건 군의 사기나 위상을 훼손할 수 있다. 이명박 정권 때도 2군사령관 출신 김인종 4성 장군이 경호처장으로 가는 것에 우려가 적지 않았다.

4성 중에서도 육군참모총장은 50만 육군을 호령할 뿐 아니라 60만 한국군 전체를 상징한다. 이렇게 국가를 경호하던 육군참모총장이 권력자를 경호하는 경호실장으로 옮기는 건 군의 위상을 떨어뜨리는 일이다. 역대 군 출신 경호실장은 대부분 대장보다 낮은 직급이었다. 선진국에서는 대개 경호부서에 오래 근무한 민간 경호관이나 고위급 경찰인사가 국가원수 경호 지휘를 맡는다.

한국에는 북한이라는 특수한 위협요소가 있기는 하다. 그래서 대통령이 지방에 가면 군이 외곽경호를 담당한다. 군과 업무협조가 필요한 것이다. 하지만 이 역시 ‘대통령 경호실’이라는 공식 직책만으로도 아무런 문제가 없다. 굳이 경호실장이 장관급, 4성급 또는 참모총장이어야 할 이유는 없다.

박정희 대통령 집권말기 차지철 경호실장은 소장출신들을 경호실 차장보로 배치했다. 그리고 수경사 30단을 비롯해 각종 경호병력을 자신이 총괄하면서 사열식까지 가졌다. 차 실장은 비대한 경호실을 바탕으로 정치에 적극 개입했고 결국 권력 갈등을 초래했다.

경호실장을 장관급으로 올리고 육군참모총장 출신을 임명한 것은 개혁에 거꾸로 가는 것이다. 대통령의 권위는 거대한 경호실에서 나오는 게 아니다. 대통령이 존경을 받으면 국민이 경호해준다. 국민의 경호가 있으면 경호실장은 경찰청 치안감, 2성 장군 아니면 베테랑 경호원 출신이어도 충분하다.
