Realistic solutions for jobs needed
A committee representing the labor, management and government sectors has begun its activities in the new Park Geun-hye administration./ 노사정을 대표하는 위원회가 새로운 박근혜 정부에서 활동을 시작했다/ With the head of the combative Korean Confederation of Trade Unions (KCTU) absent from the meeting, Federation of Korean Trade Unions Chairman Moon Jin-kook, Korea Employers Federation Chairman Lee Hee-beom and the Minister of Employment and Labor Phang Ha-nam all agreed to find realistic solutions to help raise the employment rate to 70 percent./ 투쟁지향적인 민주노총 위원장이 회의에 불참한 가운데 문진국 한국노총 위원장, 이희범 한국경영자총협회 회장, 방하남 고용노동부 장관은 모두 고용률을 70%까지 끌어올리기 위한 현실적인 해결책을 찾아보기로 동의하였다/ At the same time, they rolled up their sleeves to weather the current gloomy economic situation to ease workers’ jitters over serious joblessness./ 동시에 그들은 현재의 어려운 경제 상황을 극복하고 심각한 실업에 대한 노동자들의 걱정을 들어주기 위해 함께 노력하기로 했다/The Korean economy is in the doldrums due to a critical lack of a growth engine, slow growth in exports and imports and a pessimistic investment mood./ 한국 경제는 성장동력의 약화와 수출과 수입의 부진, 비관적인 투자 분위기로 인해 부진을 면치 못하고 있다/ The biggest worry, however, comes from worsened job security as a result of a drastic decrease in quality jobs./ 하지만 더 큰 걱정거리는 양질의 일자리가 급격히 감소하면서 일자리가 불안정해지고 있다는 것이다/ The days when joblessness was handled by the government were over long ago./ 정부 혼자서 실업을 관리하는 것은 오래전 일이다/ The current economic structure is built on a system that calls for mutual cooperation between labor and management./ 현재의 경제 구조는 노사 사이의 상호 협력을 필요로 하는 시스템이라 할 수 있다/
As of the end of 2012, Korea’s employment rate for the group aged between 15 and 64 is approximately 64 percent./ 2012년 말 현재 한국의 15세와 64세 사이의 고용률은 대략 64퍼센트 수준이다/ If the three economic parties want to lift the figure to 70 percent, each sector must devote itself to the great cause of self-sacrifice and self-renewal./ 만약 노사정이 고용률을 70퍼센트까지 끌어올리려면 각 부문은 자기희생과 자기혁신을 바탕으로 자신을 다 바쳐야 한다/ Simply put, they must rid themselves of their greed and share pain together./ 다시 말해, 그들은 자신의 욕심을 버리고 고통을 함께 해야 한다/
During the foreign exchange crisis in 1997, Koreans worked out a miraculous recovery based on a grand compromise involving labor, management and government to avert massive layoffs in return for voluntary reductions in wages./ 1997년 외환위기 동안 한국은 자발적으로 임금을 삭감하는 대신 대량 해고를 피하는 노사정이 참여한 대타협을 기반으로 기적적인 회생을 한 바 있다/ The 2008 financial crisis was no exception:/ 2008년 금융위기 때도 마찬가지였다/ All three parties reached a remarkable agreement on job sharing./ 노사정이 모두 일자리를 공유하는 놀라운 합의에 도달했다/ This time, too, we hope that the concerned parties lay the very foundation for better jobs after all the conflicts between the young and old, regular and nonregular work forces, and large and small companies./ 이번에도 역시 우리는 관련 당사자들이 세대 간의 갈등, 정규직과 비정규직 간의 갈등, 대기업과 중소기업 간의 갈등을 잘 수습하여 더 좋은 일자리를 위한 초석을 놓을 수 있기를 바란다/
However, economic experts have cast doubt on the first meeting of the labor, management and government representatives because they attempted to deal with too many issues at the same time and because they had so many disagreements over how to achieve the goal of reducing unemployment./ 그러나 경제 전문가들은 그들이 한꺼번에 너무 많은 문제를 다루려 하고 있고 그리고 실업을 줄이기 위한 목표를 어떻게 달성할 것인가에 대한 이견이 너무 많기 때문에 노사정 대표의 첫 회의에 대해 의구심이 찬 눈초리를 보내고 있다/
We hope they concentrate on drawing a concrete set of agreements through the meeting rather than coming up with a declaration without substance./ 우리는 실질적인 것이 없는 선언을 찾기보다는 회의를 통해 일련의 견실한 합의를 이뤄내는데 그들이 집중하기를 바란다/ It is also important that the combative KCTU join the efforts at discussion and compromise before it’s too late./ 또한 투쟁지향적인 민주노총이 너무 늦기 전에 논의와 타협을 하는 노력에 동참하기를 바란다/
