The TPP conundrum
The government announced it will participate in the Trans-Pacific Partnership./ 정부는 환태평양경제동반자협정에 참여할 것이라고 밝혔다/ After expressing its interest in the multinational trade deal last week,/ 지난 주 다국적 무역거래에 관심을 표명한 이후/ the administration has begun preliminary bilateral negotiations with TPP members who attended a ministerial meeting of the World Trade Organization on Bali, Indonesia, yesterday./ 정부는 어제 인도네시아 발리에서 열린 세계무역기구 각료회의에 참석한 TPP 참여국들과 예비 양자협의를 시작했다/ The TPP is a free trade agreement among 12 countries, including the United States, Japan, Canada and Mexico, aimed at opening their markets to a higher level./ TPP는 미국, 일본, 캐나다, 멕시코를 포함하여 12개국이 더 높은 수준으로 시장을 개방하는 것을 목표로 하는 자유무역협정이다/ If Korea joins the trans-Pacific group, the world’s largest economic bloc - accounting for 38 percent of the world’s gross domestic product and 28 percent of the world’s total trade volume - will be created./ 만약 한국이 환태평양 경제그룹에 합류하게 되면 세계 국내 총생산의 38퍼센트와 세계 총 무역량의 28퍼센트를 차지하는 세계에서 가장 큰 경제블록이 만들어지게 될 것이다/So far, our government has more or less distanced itself from the TPP because of relatively meager economic benefits compared to the political and diplomatic risks involved./ 지금까지 정부는 관련 정치 외교적 위험에 비해서 비교적 경제적 이득이 적기 때문에 TPP와 약간 거리를 두어왔다/ As Korea has already struck free trade deals with seven TPP members, including America and Chile, we can hardly expect significant additional gains from joining./ 한국은 이미 미국, 칠레를 포함해 7개의 TPP 참여국과 자유무역협정을 체결했기 때문에 TPP 가입을 통해서 얻을 수 있는 것이 그리 많지 않다/ Moreover, as the TPP was initiated by the United States to counter China’s growing economic influence, our government could hardly ignore the objections of China, Korea’s largest trading partner./ 게다가, TPP는 중국의 증가하는 경제적 영향력에 대응하기 위해 미국이 주도한 것으로 우리 정부는 최대 교역국인 중국의 반대를 무시할 수 없는 입장이다/ The government must proceed prudently./ 정부는 신중하게 진행해야만 한다/
First of all, the government should not damage our relations with China./ 우선, 정부는 중국과의 관계에 피해를 주지 않도록 해야 한다/ Given the TPP’s potential role as a catalyst for heightened economic friction on top of military and diplomatic squabbles between Washington and Beijing, our participation in the TPP could prompt China’s resentment./ 가뜩이나 미국과 중국 간 군사 외교 갈등에 이어 경제적 마찰이 고조될 수 있는 촉매제로서 TPP가 잠재적인 역할을 할 것을 감안하면 TPP에 우리 정부가 참여할 경우 중국의 분노를 촉발할 수도 있다/ The government must make efforts to minimize Beijing’s misunderstandings while also pursuing a free trade pact with Beijing./ 따라서 정부는 중국과의 자유무역협정을 추진하는 한편 중국의 오해를 최소화할 수 있도록 해야 한다/ For example, Korea can actively join in the Regional Comprehensive Economic Partnership that China has come up with, a counterweight to the U.S.-led TPP./ 예를 들어, 한국은 중국이 미국 주도의 TPP에 맞서 만든 역내포괄적경제동반자협정에 적극적으로 참여할 수도 있다/
Second, the government must weigh the balance of the overall losses and gains./ 둘째, 전체 손익을 따져봐야 한다/ It can hardly convince the people that we can expect 2.5 percent economic growth per year after joining the TPP./ TPP 가입 후 매년 2.5퍼센트의 경제성장을 기대할 수 있다는 것으로 국민을 설득할 수는 없다/ Under the pact, Japan will be able to sell its cars, produced in Vietnam, here with no duties./ 이 협정에 따르면 일본은 베트남에서 생산한 자국 자동차를 무관세로 한국에 들여와 팔 수 있게 될 것이다/ Seoul must take into account political and social costs as well./ 한국은 정치적 사회적 비용 또한 고려해야 한다/
Third, the TPP will most likely lead to an additional liberalization of our beef industry, which could bring back the candle-bearing protests that broke out when the former government eased regulations on American beef imports./ 셋째, TPP는 전 정부가 미국산 쇠고기 수입에 관한 규제를 완화하면서 불거졌던 촛불 시위를 재발시킬 수 있는 한국의 육우산업의 추가적인 자유화를 초래할 수도 있을 것이다/ The government can let the National Assembly decide on the fate of the TPP deal./ 정부는 TPP의 참여 여부에 대한 결정을 국회에 맡길 수도 있다/
