‘Green growth’ gets to heart of matter
Lately, environmental leaders quietly agreed that “green growth” has become a stepchild of the Park Geun-hye administration after the president attended the launching ceremony of the Green Climate Fund (GCF) in Songdo, Incheon, on Dec. 4.UN Secretary General Ban Ki-moon sent a congratulatory video message, and World Bank Group President Jim Yong Kim, IMF Managing Director Christine Lagarde and Executive Secretary of the UN Framework Convention on Climate Change Christiana Figueres attended, but Park’s attendance was uncertain until the last minute. She showed up, but announced that “responses to climate change,” rather than “green growth” will be a part of her ideas for a creative economy.
“Green growth” is a term coined by the Lee Myung-bak administration. It is a broader concept than “responses to climate change,” an environmentally friendly development model using a low-carbon policy as an economic growth engine. The idea was based on the naming of the Green Climate Fund - the world bank of the environmental field - and the Global Green Growth Institute (GGGI), which helps developing countries’ responses to climate change.
However, while the Park administration adopted the idea, they didn’t take the name. In fact, the president and high-level officials never mention “green growth” and just say “responses to climate change,” and working-level officials also refrain from saying the term. People around the world use the term “green growth,” which was coined in Korea, but has now disappeared here.
Nevertheless, those involved in the field are grateful. Negotiations for a new climate change program to begin after 2020 have already begun, and countries need to prepare execution plans by 2015. Because of the previous administration’s special attention on the environment, the current administration had particularly neglected the field. Now that the government is finally making an effort, the positive change is appreciated.
The name of the initiative may not matter. But the term “green growth” must not be abandoned because it originates from Korea and is a global concept. Korea should work hard to develop and promote it. It would be even better if we can develop it further and take a leading role in the post-2020 climate regime. In the new system, strategies on how to spread and implement a low-carbon growth initiatives in developing countries will be the key. Korea can become a country to support and lead green growth in developing countries through the GGGI and GCF. But should we call it “low-carbon development strategy in response to climate change”? It is very wordy and lacks creativity when we can simply say “green growth.”

요즘 환경 분야 관계자들이 조용히 하는 얘기가 있다. 녹색성장이 드디어 박근혜 정부의 양자로 입적됐다는 것. 이런 말이 나오는 배경은 지난 4일 송도에서 열렸던 녹색기후기금(GCF) 출범식에 박근혜 대통령이 참석한 것을 두고서다. 반기문 UN사무총장이 축하영상메시지를 보내고 김용 세계은행 총재, 크리스틴 라가르드 IMF 총재, 크리스티아나 피게레스 UNFCCC 사무총장 등 국제기구 대표들이 대거 참석했지만 당초 박 대통령의 참석은 불투명했었다. 한데 마지막 순간 박 대통령이 참석한 데다 이 자리에서 “기후변화 대응을 창조경제 핵심 분야의 하나로 삼겠다"고 했으니 드디어 양자 입적이라는 거다. 녹색성장은 이명박 정부의 국제적 히트상품이다. 이는 기후변화대응보다는 좀더 넓은 개념으로 저탄소정책을 경제발전 추동력으로 삼는 환경친화발전모델이다. 이에 환경분야 세계은행으로 출범한 녹색기후기금, 개도국의 기후변화대응 경제개발을 돕는 국제기구 글로벌녹색성장연구소(GGGI)의 작명에도 영향을 미쳤다. 한데 양자로 입적되면서 이름까지 그대로 가져가진 못한 모양이다. 물론 '녹색성장'이라는 말을 사용하지 말라고 명문화한 건 없다. 다만 대통령을 비롯한 '윗분'들이 녹색성장이라는 말은 입에 담지 않고 '기후변화대응'이라고만 하니 관계자들도 이 말을 입에 올리지 않는다. 한국발 '녹색성장' 용어는 이제 세계인은 써도 한국에선 자취가 묘연해졌다. 그래도 관계자들은 감지덕지란다. 2020년 이후 실시할 '신기후변화체제'협상이 이미 시작된 데다 이 협상안에 따르면 2015년까지 각국 실천방안을 마련해야 하는데, 그동안 이 분야가 전 정권 총애를 받은 죄로 천덕꾸러기 신세를 면치 못해 눈치만 살피던 중에 드디어 다시 정부에서 추동력을 얻게 되었으니 이런들 어떠하며 저런들 어떠하냐는 것이다. '대범'하게 생각하면 용어는 아무것도 아닐 수 있다. 다만 '녹색성장'이라는 용어를 용도폐기하기엔 좀 아깝다. 우선 그 용어가 한국이 발의해서 이미 글로벌하게 쓰이는 어젠다가 됐고, 이를 더욱 발전시키려면 그 추동력은 발의자인 한국이 힘쓰는 게 맞기 때문이다. 이 개념을 발전시켜 2020년 이후 신기후체제의 주도권을 우리가 쥐는 발판을 마련한다면 더욱 좋을 거다. 신기후체제는 저탄소개발전략이 개도국에 얼마나 확산되고 정착하는냐가 주요 관건이기 때문이다. 여기에서 우리는 GGGI와 GCF 등을 활용해 개도국의 녹색성장을 지원하고 이들을 선도하는 국가가 되는 기회를 마련할 수도 있을 거다. 한데 이젠 '기후변화대응 저탄소개발전략'이라 해야 하나. 그러기엔 말이 너무 설명적이고 창의성이 없어 보이지 않나. '녹색성장' 한 마디면 깔끔한 것을. 양선희 논설위원
