Cause for despair
Corruption among civil servants rings alarm bells in our society./ 공무원 사이의 부패가 우리사회에 경종을 울리고 있다/ As government officials - particularly those in powerful organizations - are increasingly under investigation for their irregularities, we wonder if the proper work ethic really exists in the public domain./ 정부 공무원들 특히, 권력기관에 있는 공무원들이 비위와 관련하여 수사를 받게 되면서 공무원 사회에 제대로 된 기강이 서 있는지조차 의심스럽다/The Supreme Prosecutors’ Office is looking into a case in which a prosecutor allegedly pressured a physician to reimburse all the costs of a surgery to a female celebrity at her request./ 대검찰청은 이른바 한 여성 연예인의 요청으로 모든 수술비용을 배상하라고 의사에게 압력을 행사한 검사와 관련된 사건을 수사 중에 있다/ According to the prosecution, the prosecutor is suspected of meeting a cosmetic surgeon to demand a refund and additional surgery for an entertainer that he himself indicted on charges of habitually using Propofol, an intravenously administered hypnotic agent./ 검찰에 따르면, 그 검사는 자신이 정맥주사용 수면제인 프로포폴을 상습적으로 사용한 혐의로 구속기소했던 한 연예인을 위해 환불과 재수술을 요구하기 위해 한 성형외과의사를 만난 혐의를 받고 있다/ An ex-cop is also being investigated on the suspicion of receiving bribes in return for helping a gangster to escape police investigation./ 또한 경찰의 수사를 피하기 위해 조직폭력배를 도와주는 대가로 뇌물을 받은 혐의로 전직 경찰이 수사를 받고 있다/
We wonder if the prosecutor and policeman were really aware of their obligations./ 정말로 그 검사와 경찰은 자신의 의무가 무엇이라는 것을 알고나 있는지 의심스럽다/ As prosecutors must investigate crimes, any type of private contact with people accused of crimes is strictly banned./ 검사는 범죄를 수사해야 하기 때문에 사건 피의자와 어떠한 사적인 접촉도 엄격히 금지되어 있다/ Yet the prosecutor in question attempted to fix the celebrity up and even used his own bank account to receive the refund from the doctor./ 그럼에도 불구하고 그 검사는 의사에게 환불을 받아 그 연예인에게 문제의 돈을 전달해주기 위해 심지어 자신의 은행계좌를 이용했다/ It is equally shocking that a policeman would help a gangster escape rather than bringing him to justice./ 경찰이 조직폭력배를 재판에 회부하기보다는 도피를 도와주었다는 사실도 충격적이긴 마찬가지다/ We are dumbfounded by the way they abandoned their duties as civil servants./ 우리는 그들이 공무원으로서 자신의 의무를 내팽개친 것에 할 말이 없을 지경이다/
In another alarming case, a high-ranking official at the National Tax Service filed a law suit after he was fired for accepting 11 million won ($10,353) in condolence money during a family funeral from executives of an insolvent savings bank./ 또 다른 놀라운 사건은 국세청 고위공직자가 파산한 저축은행 경영자로부터 가족 장례식 조의금으로 1,100만원을 받고 해고된 뒤 재판을 받고 있다는 것이다/ The case further testifies to the deplorable sense of ethics among civil servants./ 이 사건 또한 공무원 사이에 윤리의식이 얼마나 없다는 것을 잘 보여 준다/ The Supreme Court upheld a lower court’s guilty verdict for a government official who took a total of 5.3 million won from a company he had to oversee./ 대법원은 감독을 받아야 하는 회사로부터 총 530만원을 받은 정부 공무원에 대한 하급 법원의 유죄판결을 그대로 받아들였다/ The highest court interpreted the act of receiving 50,000 won as an example of graft, as it should have./ 대법원은 통상적인 돈인 5만원을 받은 것도 뇌물로 해석을 한 것이다/
And yet government workers are backpedaling./ 그럼에도 불구하고 공무원들의 의식은 퇴보하고 있다/ When such aberrant situations persist, the people’s trust plummets and the government will only have trouble implementing policies./ 이러한 일탈행위가 지속되면 국민의 신뢰는 땅에 떨어지고 정부는 정책을 시행하기 어려울 수밖에 없다/
The Park Geun-hye administration promised a “normalization of the abnormal” with its goal of establishing a transparent government./ 박근혜 정부는 투명한 정부를 세우는 목표로 “비정상의 정상화”를 약속했다/ But empty slogans only deepen the people’s frustrations./ 하지만 공허한 슬로건은 국민의 좌절감만 더 깊게 할 뿐이다/ It is time to devise pan-governmental measures to put an end to civil servants’ moral laxity./ 지금이 범정부적인 조치를 강구하여 공무원의 도덕적 일탈을 끝낼 때이다/ The first step is legislation of a bill banning all types of illegal solicitations and power abuse./ 첫 조치는 모든 유형의 불법청탁과 권력남용을 금지하는 법안을 만드는 것이다/ Though such a bill was submitted to the National Assembly last August, it is still pending without any deliberations./ 그러한 법안이 지난 8월에 국회에 제출되어 있지만 여전히 논의조차 못하고 계류되어 있다/ The government must ask the legislature to pass it in its February session./ 정부는 2월 국회에 그 법안을 통과시켜 줄 것을 국회에 요청해야 한다/ Education and oversight of employees at powerful agencies must follow./ 권력기관에 종사하는 공무원에 대한 교육과 감독도 뒤따라야 할 것이다/
