Talks between Koreas reach multiple rounds

긴장완화 등 전반적인 의제를 논의하는 남북 고위급 회담이 경비가 삼엄한 판문점에서 열렸다.
Negotiators from both Koreas started the morning session at 10 a.m. yesterday at the border village. All five negotiators from each side attended. After the 80-minute session, a second session resumed at around 2 p.m. and ended at 4 p.m.

남북 양측 대표단은 판문점에서 어제 오전 10시에 오전 회의를 시작했다. 양측에서 각 5명의 회담 대표들이 모두 참석했다. 80분 회의 후에 두 번째 회의를 오후 2시에 시작해서 오후 4시에 마쳤다.
After a three-hour break, they resumed talks at 7:15 p.m., which were adjourned after 30 minutes.
As of press time, the South Korean government had not briefed reporters on the outcome of the talks.

3시간 휴식시간 후 오후 7시15분에 회의를 다시 시작했으나 30분만에 정회했다. 인쇄시작 시간까지 남한정부는 회담결과에 대해 기자들에게 브리핑을 하지 않았다.
“Each side has different interests to discuss,” a South Korean government official told reporters yesterday before the talks ended. “They just shared what each side wanted to talk about and asked questions of each other,” he continued, “but it is unlikely they will reach a significant deal.”

한 정부 관계자는 어제 회담에 끝나기 전에 기자들에게 “양측이 서로 관심사가 달랐다”고 말했다. “양측은 각각 논의하고 싶은 의제를 서로에게 말했고, 상대방에게 질문을 했다. 그러나 남북 양측이 중대한 합의에 도달할 것 같지는 않다.”
According to the list of negotiators from the two sides, which was exchanged on Tuesday, South Korea sent Kim Kyou-hyun as its chief negotiator. Kim is the first deputy director of the presidential Office of National Security and is also the secretary general of the National Security Council (NSC). Four officials accompanied Kim from the Blue House, the Ministry of Unification, the Prime Minister’s Office and the Ministry of National Defense.

화요일에 교환한 양측 협상대표 명단에 따르면, 남측은 김규현을 수석대표로 파견했다. 김규현은 청와대 국가안보실 제1차장 겸 국가안전보장회의 사무처장이다. 청와대, 통일부, 국무총리실, 국방부에서 4명의 관료가 김 수석대표를 수행했다.
On the North Korean side, the main negotiator was Won Tong-yon, deputy director of the United Front Department, which is in charge of inter-Korean cooperation. He was joined by a senior official of the National Defense Commission, a colonel of the North Korean Army and two senior officials from the Committee for the Peaceful Reunification of Korea.
북측은 원동연 통일전선부 부부장을 수석대표로 파견했다. 통일전선부는 대남정책 주무 부서이다. 국방위원회에서 고위 관료 1명, 군에서 대령 1명, 조국평화통일위원회에서 고위 관료 2명이 원 수석대표를 수행했다.
Both Kim and Won are inner-circle officials who can communicate directly with their leaders, South Korean President Park Geun-hye and the North’s Kim Jong-un. Before the talks, they did not decide on any agenda, so they just prepared what issues they wanted to discuss, according to the Ministry of Unification.
*inner-circle: 권력 핵심층(중추세력)
김과 원은 각각 박근혜 대통령과 지도자 김정은에게 직접 보고할 수 있는 권력 핵심층에 속한다.
통일부에 따르면, 회담 전에 양측은 의제를 결정하지 않았고 양측이 각각 논의하고 싶은 의제를 준비했다.
