No matter what kind of disaster arises, the government needs to approach it in a coordinated manner with the full participation of the private sector./발생하는 재난의 종류에 상관없이 정부는 민간의 적극적인 참여하에 조직적으로 재난에 대처해야 한다/ Governance is about public administration integrating the public and civilian sectors, not merely handing down directions from the top./ 거버넌스라는 것은 상부에서 단지 지침을 내리는 것이 아니라 민관을 통합하는 행정이라 할 수 있다/
