A Seoul appeals court yesterday commuted Unified Progressive Party Rep. Lee Seok-ki’s prison term from 12 years to nine. The Seoul High Court ruled the leftist lawmaker was guilty of instigating an armed rebellion against the state but not guilty of plotting a full-blown insurrection.
